Mission description

Expertise France recruits a Project Manager for its project « Strengthening of Security Coordination mechanisms in Guayaquil » whose responsibilities are as follows:

Operational management

In relation with the Strategic Advisor and the project experts

  • Supervise the overall work of the project team based in Quito and Guayaquil 
  • Ensure the management of the key experts
  • Ensure the definition, planning and good implementation of all activities of the project
  • Support if necessary the Strategic Advisor in the activities to promote the project
  • Organise the Secretariat of the main meetings (Steering Committee, Partners Meeting and Coordination committee)
  • Ensure the mobilisation of Expertise France internal support staff for the implementation of the project (finances, logistics, safety…)
  • Approve the workplans, expenditures and deliverables for the EU – Quality support
  • Prepare, in collaboration with the Strategic advisor and the team of experts monthly and annual financial forecasts
  • Approve the financial commitments
  • Be responsible for procurement of equipment in Guayaqui 
  • Support the identification of long and short term expertise when needed (terms of reference, interviews, contracts)
  • Supervise contractors, experts and implementing partners’ payments
  • Promote the collaboration with other related projects (SEACOP, CRIMARIO, EL PAACTO, etc…)
  • Ensure the proper flow of information between the project team based in Quito and Guayaquil and Expertise France headquarters
  • Engage to ensure observance of the rules contained in the safety plan elaborated by EF
  • Supervise compliance with Expertise France internal procedures
  • In relation with the implementing partners
  • Manage the mobilisation (contractualisation) of the implementing Partners 
  • Mobilize short term expertise through the implementing partners
  • Disseminate and collect relevant information to/from the implementing partners

 

In relation with the donor and key stakeholders

  • Establish a fluid and constant dialogue between the project team, particularly the Project Director, the Strategic Advisor and the two Key Experts, with the Delegation of the European Union in Ecuador and the key Ecuadorian authorities for the project.
  • To keep the Contracting Authority and the Delegation of the European Union in Ecuador informed about the evolution of the project, the difficulties and the results obtained.
  • Organise exchange and coordination tables with the EU Member States present in Ecuador, as well as their security and customs attachés.
  • Establish and maintain dialogue and coordination with other EU-funded initiatives on security, justice and organised crime that include Ecuador as a partner country, as well as with other initiatives funded by other donors, mainly the United Kingdom and the United States

 

Reporting

  • In close relation with the monitoring and evaluation expert, ensure the monitoring of the implementation of the Description of Action (DOA), the logical framework, and the achievement of project’s results
  • Ensure the role of focal point in terms of reporting at the level of the project team in the field (collect and consolidate information sent by the experts, ensures the timely delivery of reports, systematically review reports in coordination of competent technical experts);
  • Ensures that EF HQ is well informed by maintaining regular monitoring of project activities and news (weekly/monthly status updates, etc.), keeping a close eye on critical issues that could affect the project's proper execution;

 

Administrative and financial management

  • Manage and coordinate the work of the project assistants and ensure good coordination with EF headquarters.
  • Contribute to the budget planning of activities in coordination with the project officer in EF headquarters;
  • Contribute to project audits in coordination with the project officer in EF headquarters;
  • Ensure compliance with the rules and procedures of the donor (European Union), in conjunction with the EF HQ legal division;
  • Ensure compliance with EF standards and procedures (logistics, financial, legal, safety) during the implementation of the project;
  • Validate payments and contract awards within the limit of the amount of the signature delegation;
  • Any other task necessary for the smooth running of the project.   

Project or context description

The project “Strengthening of Security Coordination mechanisms in Guayaquil” is financed by the European Union Foreign Policy Instrument of Brazil, will be implemented by a Consortium led by Expertise France (EF) for a duration of 18 months.  The project aims at strengthening and improve the situation in Ecuador in terms of traceability and a more efficient fight against organised crime and drug trafficking, with a specific focus on the Port of Guayaquil.

 

With the aim to improve coordination and exchanges of information and intelligence within the Fusion Centre in the fight against organised crime and, in particular, drug trafficking, and the dismantling of the OCGs, the project will target the mobilisation and active participation of the different Ecuadorian beneficiaries: the National Police, the Attorney General’s Office, the Judicial Council, the National Customs Service, the Port Authority of Guayaquil, the Navy, Security agencies and relevant private partners. In this regard, the creation of trust and specialized working groups within the Fusion Centre with personnel mainly from the National Police, Customs, Navy, Security agencies and the Port Authority of Guayaquil and the Association of Private ports  will be key to achieving results in the long term such as (1) maintaining a constant flow of information between security, customs, military and justice authorities that can continue once the project is completed; (2) consolidation of the Fusion Centre as a central element in the fight against drug trafficking at the national, regional and international levels and (3) drug confiscation.

 

The overall objective of the action is to help generate more efficient and coordinated ways of working between relevant state institutions active in the fight against organised crime and thus foster the adoption of measures to help reduce the illicit drug trafficking flows from Ecuador to the EU.

 

The specific objectives (outcomes) of the action are:

Outcome 1. To create, train and equip a National intelligence and Fusion Centre composed of selected special units from Ecuadorian security institutions.

Outcome 2. To strengthen the port security system in Guayaquil and the Guayaquil Bay to help reduce the flow of illegal drugs to Europe.

Required profile

Professional experience

  • At least 10 years of professional experience, including 3 years in the development sector and/or international cooperation;
  • Master 2 in international cooperation / project management / international relations / international law or any other relevant thematic;
  • Demonstrated project management skills;
  • Knowledge of and interest for the thematic of ports and maritime security;
  • Knowledge of and interest for the thematic of maritime trafficking and organized crime;
  • Patience and ability to adapt;
  • Reactivity, autonomy – teamwork;
  • Ability to work remotely, within a team deployed in several countries.  

Ability to work in a public international environment

  • Excellent knowledge of Ecuadorian context;
  • Full professional ability in English and Spanish (written and oral);
  • Excellent writing and synthesis skills (in English and Spanish);
  • Knowledge of French is an asset;
  • Sense of diplomacy

Good command of the organization of international activities

  • Experience coordinating and supervising private contractors;
  • Organization of successful activities in the framework of international cooperation projects;
  • Perfect command of office software;
  • Organizational skills and thoroughness.

Additional information

Position based in Guayaquil, full-time.

The Project Director will have to travel to Quito regularly and to Europe pending on the project’s needs.
