Mission description

The Trade Expert (Consultant) will work under the direct supervision of the Business Policy Programs Manager of the CBC and the overall supervision of the Chief Executive Officer. The expert will be expected to implement an agreed 6 months workplan, within the scope of the tasks itemized below:

(a)      Monitor developments relating to the implementation of the AfCFTA Agreement and Protocols.

(b)      Undertake short term research on selected issues of concern to members of the business community in the COMESA region.

(c)       Organize and coordinate the capacity building activities for CBC members.

(d)      Organize the Public-Private dialogue on AfCFTA issues.

(e)      Participate in the deliberations of the CBC workgroup meetings.

(f)        Preparation of the reports of the activities as indicated in these TORs.

(g)      Preparation of policy positions and business guide.

(h)      Upon finalization of the policy positions/business guide, the Trade Expert (Consultant) will support CBC to disseminate the policy positions/guides to key stakeholders and engage, where appropriate, in relevant advocacy efforts with a view to initiating/facilitating the trade policy/legislative/business environment reforms proposed in the policy positions and during policy dialogue meetings.

 THE COVERAGE OF THE TASKS:

The Trade Expert (Consultant), in collaboration with the rest of the CBC team, is expected to work closely with representatives of CBC Members, especially in the COMESA French Speaking Member States. The COMESA French Speaking Member States include Burundi, Comoros, Djibouti, DRC Congo, Mauritius, Madagascar, Rwanda, and Tunisia.  

Project or context description

The COMESA Business Council (CBC) is a business member organization bringing together a diverse group of enterprises, companies, and business associations in the region to inform and influence the policy directions that impact the private sector and the business community at large in COMESA. It is the recognized regional apex body of the private sector and business community in the 21 COMESA Member States. 

As a critical player in the Africa Continental Free Trade Area (AfCFTA) implementation, CBC is working with partners to build the capacity of the business community in COMESA while promoting intra-COMESA/intra-Africa trade. Additionally, CBC continues to advocate for a conducive environment in the region and to promote trade opportunities and economic growth.

Over the years, CBC has successfully implemented AfCFTA awareness, webinars, and capacity building in English-speaking Member States. However, in French-speaking Member States there has been limited engagement by the CBC, mainly due to language barriers. This limitation on the engagement with French-speaking countries has impeded effective implementation and equitable access to trade opportunities, hindering the region's full potential for integration and economic growth. 

To address this challenge, CBC requested for assistance from the Europe - Technical Assistance Facility to support the AfCFTA implementation and promote Continental Economic Integration by providing a bilingual Trade Expert (Consultant). Additionally, the technical assistance will enhance language inclusivity and ensure equitable participation in the implementation of the AfCFTA Agreement across both English and French-speaking communities. 

Through the expertise being requested and capacity-building efforts, the private sector in French-speaking COMESA Member States will gain a better understanding of trade dynamics, and opportunities unfolding from the AfCFTA. Empowered with this knowledge, the private sector in all COMESA countries can capitalize on the benefits of the AfCFTA more effectively, further driving economic growth, and promoting regional economic integration.

This initiative reflects a commitment to linguistic diversity and aims to facilitate effective engagement and understanding among stakeholders in the implementation of regional trade agreements. The role of the bilingual Trade Expert is likely to involve bridging language gaps, providing expertise on trade policies, and ensuring that both English and French-speaking communities can actively participate in and benefit from the initiatives related to the AfCFTA Agreement. This approach contributes to fostering a more inclusive and collaborative environment in the implementation of regional trade policies.

In that respect, CBC, with the support of EU-TAF, plans to recruit a trade expert (Consultant), to undertake activities provided under these Terms of Reference (TOR) for six (6) months. The expert will be working as a consultant under the Business Policy Programs Division of the CBC.

The Team Europe Technical Assistance Facility to support the AfCFTA and Continental Economic Integration (TE-TAF) seeks to contribute to the African Economic Integration agenda by mainly realizing the AfCFTA. The TE-TAF is meant to be an efficient, reactive and flexible mechanism to answer to the needs of the African Union (AfCFTA Secretariat, AUC, and some AU Specialized agencies), RECs, AU Member States, and other potential continental partners and regional private sector organizations, working on fostering the AfCFTA and continental economic integration. The TAF is funded by the EU, Agence Française de Development, the German Ministry of Development Cooperation (BMZ), and Sweden and is being implemented by GIZ, Expertise France, and FIAPP under the guidance of the AfCFTA Secretariat

Required profile

 EDUCATION

  Master’s degree in Economics, International Trade, Policy, or related fields

EXPERIENCE

·         Minimum of 7 years of relevant working experience, including engagements relating to trade.

·         Previous experience working with private sector stakeholders within the COMESA region.

·         Excellent knowledge and understanding of regional/international trade and regional integration issues,

·         Excellent knowledge and understanding of AfCFTA Agreements

·         Experience working in the COMESA region or COMESA Member States

·         Experience in undertaking capacity building programs.

·         Experience in project/program management.

·         Previous experience working with public sector stakeholders within the COMESA region will be an advantage.

Additional information

The expected outputs and timelines are as follows:

 Activity 1: Monitor developments relating to implementation of the AfCFTA and its Protocols. 

Output 1: list of specific issues relating to implementation of AfCFTA Agreement and prioritize at least two priority policy issues selected from the list.    

Timeline: Continuous until 31st August 2024, but the list of issues to be prepared by April 2024.

 Activity 2: Undertake short term research and analysis on two selected policy issues (refer to activity 1 above), and draft two policy positions.

Output 2: Two policy position papers drafted.

Timeline: 30th April 2024

 Activity 3: Organize sensitization workshops on AfCFTA.

Output 3: Two (2) sensitization workshops held, two policy issues identified, and position papers prepared.

Timeline: 31st May 2024

 Activity 4: Organize Public - Private dialogues (PPD) on the selected issues of concern, in close collaboration with AFCFTA and COMESA Secretariat.  

Output 4: One (1) PPD held, one (1) policy issue identified, and one (1) policy position paper prepared.

Timeline: 31st July 2024

 Activity 5: Preparation of business guide for AFCFTA  

Output 5:  One (1) business guide on AFCFTA Agreement prepared.

Time: 23rd August 2024

 Activity 6: Disseminate policy positions and business guide (s) , including undertaking advocacy efforts.

Output 6: At least two policy position papers are presented to the Policy Organs, five (5) position papers are disseminated to relevant stakeholders and one (1) business guide is disseminated to members.

Time: 23rd August 2024

 Activity 7: Draft the final report of the project outlining key activities undertaken during period of contract, key findings on policy issues identified through research engagements, challenges faced and recommendations for future engagements.

Output 7: Final Report submitted.

Timeline: 31st August 2024
