Mission description

The overall objective of the consultant's mission is to support the CN - AfCFTA and the Executive Secretary in promoting and disseminating the AfCFTA agreement in Côte d'Ivoire and contributing to the visibility of Côte d'Ivoire in Africa. The expected goals are both quantitative and qualitative.

Qualitative Objectives:

§  Promote the AfCFTA agreement and introduce the National Committee and its activities.

§  Inform and raise awareness among all economic and societal stakeholders about the agreement and its content.

§  Highlight key points of the agreement beneficial to each party.

§  Encourage strong involvement and complete ownership of the AfCFTA by all stakeholders.

§  Perform a quality check of published content.

§  Enhance the communication skills of communication officers and the Executive Secretary in using various social media platforms through publications and sharing relevant content related to AfCFTA.

 Quantitative Objectives:

§  Improve traffic acquisition through natural and/or sponsored referencing.

§  Analyze activity on the CN - AfCFTA networks and increase traffic (monthly traffic, bounce rate, conversion rate, etc.).

§  Aim for a minimum total of 10,000 subscribers per network.

§  Enhance the visibility of CN-ZLECAf and the Executive Secretary.

§  Increase the current conversion rate.

Under the responsibility of the Executive Secretary and in collaboration with the Communication Officer, your main mission will be to manage the online presence of the CN-ZLECAf and its Executive Secretariat, ensuring consistency with the defined visual identity. Among other tasks, you will be required to:

·         Define a digital strategy;

·         Animate pages and engage communities on social networks (Facebook, Twitter, Linkedin, Youtube; Instagram, TikTok, etc.) in line with the established strategy;

·         Conduct live coverage of events;

·         Create texts and use royalty-free images; Generate viral content (photos, videos, gifs...); Secure accounts and manage crises in case of alerts;

·         Develop (Facebook, Twitter, LinkedIn, etc.), create, and publish engaging and relevant content (articles, visuals, videos) while respecting the editorial charter guidelines; Analyze the performance and reach of publications, propose adjustments to improve engagement and visibility;

·         Collaborate with internal teams to align digital communication with the organization's objectives;

·         Conduct competitive and sectoral monitoring to identify new opportunities.

Deliverables:

A budgeted digital strategy;

A training support document for mastering social networks;

A weekly report on the reach of various publications;

A barometric end-of-mission report to evaluate the impact of the mission.

Project or context description

The African Continental Free Trade Area (AfCFTA), signed by 54 of the 55 African countries, is the first step to achieving the objective of a single continental market. The AfCFTA is expected to boost intra-African trade, promote structural transformation, and generate significant employment opportunities in Africa. Despite the high political momentum and the strong economic rationale, realizing the AfCFTA will require strengthening institutional capacities to complete negotiations and to implement and meet the obligations of the agreements, with the active involvement of the private sector and effective cooperation between stakeholders at the continental, regional and national level. 

In this context, The Team Europe Technical Assistance Facility to support the AfCFTA and Continental Economic Integration (EU-TAF) seeks to contribute to the African Economic Integration agenda by mainly realizing the AfCFTA. The EU-TAF is meant to be an efficient, reactive and flexible mechanism to answer to the needs of the African Union (AfCFTA Secretariat, AUC, and some AU Specialized agencies), RECs, AU Member States, and other potential continental partners and regional private sector organizations, working on fostering the AfCFTA and continental economic integration.

The main objectives of the TAF are to:        

·         Enhancing the capacity of the AfCFTA Secretariat for preparing and conducting the remaining negotiations of the Agreement: 

·         Build the capacities of AU Member States to implement AfCFTA commitments and improve trade regulatory practices; 

·         Strengthen the institutional capacity of targeted African institutions (AfCFTA Secretariat, AUC, and AU Specialized agencies, RECs) and AU Member States to successfully implement the priority AfCFTA agenda and improve regulatory practices for continental trade; and, 

·         Build trade capacity for the private sector and enhance market access under the AfCFTA.

The TAF is funded by the EU, Agence Française de Development, the German Ministry of Development Cooperation (BMZ), and Sweden and is being implemented by GIZ, Expertise France, and FIAPP under the guidance of the AfCFTA Secretariat. 

In this context, and in line with Output 3 support to the AUC Member States to advance the implementation of the AfCFTA Expertise France is recruiting a mid-level Community Manager for the AfCFTA National Committee of Cote d’Ivoire   

Required profile

Education and Experience:

§  Hold at least a bachelor's or master's degree in digital communication or a similar field or any related discipline.

§  Demonstrate a good understanding of AfCFTA mechanisms and preferential trade agreements.

§  Demonstrate proficiency in the French language.

§  Minimum of 4 years in managing social media, ideally in a similar sector.

 

Technical Skills:

§  Mastery of social media analysis and management tools (Marketing Hub, Hootsuite, Buffer).

§  Video editing skills.

§  Photo editing skills.

§  Knowledge of web content creation, including images, photos, videos, and articles.

§  Acquiring notions in SEO and web marketing is a plus.

 

Personal Qualities:

§  Creativity.

§  Excellent writing skills.

§  Organizational skills.

§  Initiative.

§  Ability to work in a team and manage situations under pressure.

Additional information

Expected Results:

  • The digital strategy of the CN-ZLECAf is defined with indicators;
  • The CN-ZLECAf and its Executive Secretariat have strong online visibility and effectively communicate about ZLECAf with a large number of subscribers; 
  • The Executive Secretary and communication officers are well-equipped in managing online tools;
  •   ZLECAf is better known across Africa through CN-ZLECAf.
