Mission description

Expertise France hires short-term experts to provide specialized technical expertise based on the specific requirements identified by beneficiary authorities. In this context, a Gender Impact Assessment Expert will be deployed to assist in the project's implementation, offering tailored technical support to accommodate the unique characteristics of each beneficiary. The expert can be expected to conduct missions in all 9 beneficiary authorities, depending on the needs arising along the project or previously identified during

This expert will work under the overarching supervision of the Head of Project and the Key Expert on Gender Budgeting. Close collaboration is expected with local experts and beneficiary authorities in addressing to their specific requests and needs. 

 

Main tasks:

  • Support research and analysis, support local experts in writing gender analytical report and briefings;
  • Support the work of the beneficiary authorities and the local experts in performing the gender impact assessment of the beneficiary’s policies and strategies;
  • Support gender action plan implementation in close coordination with beneficiary authorities by developing the methodology, guidance notes and the training modules for conducting the Gender Impact Assessment;
  • Provide gender impact assessment related trainings to beneficiaries according to the gender action plan;
  • Develop purpose and methodology to identify areas for technical support and institutional capacity building for beneficiary authorities;
  • Provide guidance in the application of GIA tools and/or revision of existing practice, and provide recommendation in line with the project purpose;
  • Support development of planning and monitoring pilots for gender impact assessment to facilitate beneficiary authorities implement the gender action plan;
  • Transversal support for the coordination and definition of the activities;
  • Support for technical reporting;
  • Prepare Mission Reports after each expertise missions to the beneficiary authorities;
  • Perform other related duties as may be assigned. 

 

The expected deliverables are: 

For the Component 1:

  •  Providing technical assistance and guidance for the preparation of the in-depth gender analysis and gender action plan, with a particular emphasis on the four new beneficiary administrations expected to join in 2024.
  •  The technical assistance may encompass:
    •  Analysing current Gender Impact Assessment (GIA) and gender analysis practices, identifying needs and priorities for the effective application of GIA as a gender mainstreaming tool by the beneficiary authorities.
    •  Providing recommendations on priorities to address the findings from the in-depth analysis, addressing identified needs, and meeting the requests of the beneficiary authorities; o
    • Proposing the implementation of pilot measures in the application of GIA.
    •  Putting forth suggestions for an enhanced practice of identifying, collecting, exchanging, and utilizing sex-disaggregated data to inform GIA implementation.
    • Offering recommendations for capacity-building activities, training, and study visits related to GIA.
    •  Providing other specific support activities as required by beneficiary authorities.

 

For the Component 2:

Ongoing technical assistance, training and briefing reports with focus (but not limited to):

    •  Identification of GIA capacity gaps, considering civil servant knowledge and skill gap, institutional and operational gap, etc., and recommendations for capacity building;
    •  Technical inputs to establish a GIA methodology, including a set of tools and practices for effective implementation of GIA by line/sector ministries;
    •  Recommendation for inclusion of gender equality assessment standards in the policy planning and implementation and/or budget management and execution for the beneficiary authorities;
    •  Develop and conduct Gender Impact Assessment (GIA) training sessions as requested by beneficiary authorities;
    • Support the Local Expert on the implementation of pilot measure(s) following the GIA trainings; 

 

For the Component 3:

    • Technical inputs to a tailored guide and toolkit (for beneficiaries) for effective application of GIA;
    •  An analytical report with recommendations and the progress made in each beneficiary administration and a summary of results and achievements. Special emphasis should be placed on how beneficiaries have learnt and applied gender impact assessment tools and the policy(ies) that have emerged. This report aims to support local experts in implementing Gender Action Plans;
    • Production of technical inputs and technical reviews for knowledge products, analysis and compendium of best GIA practice for each beneficiary authorities;

Project or context description

The promotion of gender equality is a task for the Union, in all its activities, required by the Treaties. Gender equality is a core value of the European Union (EU), a fundamental right and key principle of the European Pillar of Social Rights. The EU is a global leader in gender equality. However, no Member State has achieved full gender equality and challenges are remaining .

The need to improve gender equality has also been highlighted in several Member States’ Country Specific Recommendations. Against this backdrop, the “Gender Mainstreaming in Public Policy and Budgeting” Project is designed in response to several Member States’ requests for technical support.

The Project implemented by Expertise France, the French government technical cooperation agency, supports nine beneficiary authorities in seven EU Member States including administrations in charge of gender equality policies, sectorial policies or in charge of budgetary processes. In spring 2024, it is expected that four more beneficiary authorities from two new EU Member States will join the project, thereby raising the overall number of beneficiaries from nine to thirteen.

Expertise France’s technical assistance is dedicated to improving the integration of gender considerations into public initiatives. This entails the implementation of gender mainstreaming (GM), tools such as Gender Responsive Budgeting (GRB), Gender Action Plan (GAP), and Gender Impact Assessment (GIA).

The project is structured in three components:

Component 1: Analysing the practices and confirming specific needs of each beneficiary authority in order to strengthen gender mainstreaming, through the application of GM tools such as GRB, GAP or GIA

Expertise France conducts a thorough analysis of the integration of gender in public policies and budgeting. This analysis is conducted in response to requests submitted by beneficiary authorities to the Technical Support Initiative (TSI) of the Directorate General for Structural Reform Support of the European Commission. The objective is to gain a comprehensive understanding of current practices or procedures and identify the areas where the integration of Gender Mainstreaming (GM) and the application of tools such as Gender Responsive Budgeting (GRB) and Gender Impact Assessment (GIA) can be strengthened. This process takes into account the specificities of each beneficiary authority.

Activities within Component 1 allow Expertise France to identify and establish communication with all relevant public servants or officials whose participation is essential for the project. This includes individuals from sectorial departments, departments focusing on gender issues, or those involved in budget management. The aim is to designate a focal point within each beneficiary administration for effective coordination.

Expertise France has enlisted the services of several local experts to collaborate closely with beneficiary administrations in drafting the analysis report. The report is structured around the priority areas of intervention identified by each beneficiary authority. It provides a detailed presentation of the current gender mainstreaming practices, previous efforts to apply Gender Mainstreaming tools like GRB, GAP, or GIA in administrative processes. The report includes information on the rationale behind these initiatives, gender-related gaps, opportunities, and recommendations for future progress. Subsequently, a customized Gender Action Plan is reviewed and mutually agreed upon with beneficiary administrations as the foundation for intervention in the Component 2.

Component 2: Operationalization: Capacity building and implementation of GRB, GIA or GAP tools;

Several missions are organized to provide specific support to each beneficiary authority. The focus and content will follow the previously agreed Gender Action Plan that is adapted to the national context and the specificity of the administration. In Component 2, local experts work directly with the public servants in order to address the obstacles or need for capacity building identified in the in-depth analysis and confirmed with each beneficiary authority in the Gender Action Plan.

Moreover, there is a pool of short-term experts ready to offer specialized technical expertise based on the specific needs expressed by beneficiary authorities. If indicated in the initial request, the Action Plan could encompass assistance for implementing a pilot project aimed at reinforcing the application of Gender Mainstreaming into policy or service.

Component 3: Capitalisation: Embedding the new practices and enabling their duplication across institutions.

To ensure that the project's outcomes, including capacity building and pilot interventions, extend beyond individual levels and permeate institutional frameworks, the team of experts from Expertise France will focus on integrating new practices into the procedures of the beneficiary authorities. This involves guiding the beneficiary authorities in incorporating the project's results regarding the application of Gender Mainstreaming tools such as GRB, GIA, or GAP.

The materials generated through this process will serve to showcase emerging practices or policies resulting from the project at both national and international levels. Additionally, a plan will be collaboratively developed with the beneficiary authorities to ensure the continuity of their efforts in integrating GM into public policies and/or budgeting even after the conclusion of the project.

Required profile

  • Master's degree or equivalent in gender and development studies, political science, social science, economics, international cooperation or equivalent;
  • A minimum of 10 years of experience in working on gender and development, economics, gender and social equality issues; 
  • At least five years of work experience on research/consultancy in the area of gender impact assessment and / or gender-based analysis;
  • Proven expertise in the area of gender mainstreaming, gender-based analysis and gender impact assessment;
  • Experience in working with government and previous technical support experience to public institutions would be an asset;
  • Experience in organizing and delivering training sessions;
  • Excellent ability to work in English (oral and written);
  • Writing and synthesis skills;
  • Good knowledge of office software (Pack Office, Outlook, Internet), particularly Excel;
  • Sense of organisation and rigour;
  • Sense of diplomacy and ability to adapt; 
  • Reactivity, autonomy; 
  • Ability to work in a team.

Additional information

Service contract for approximately 60 days.

The expert may be required to travel to beneficiary member States.
