Mission description

Currently, there is no Energy Information System (EIS) in place in Tanzania to assist with the collection, production, and dissemination of energy statistics. This project intends to create the first EIS in the energy sector in Tanzania. The EIS will be developed considering existing IT systems at NBS or at other branches of the GoT (Government of Tanzania). Legal and technical requirements for IT systems in Tanzania will need to be understood and specified:

       Legal texts or provisions dealing with specifications for GoT’s and NBS’ IT systems:

o   E-Government laws or decrees

o   E-Government Architecture Framework

o   Other e-Government dispositions and recommendations

       E-government service platform available or being deployed:

o   Obligations to develop systems that are compatible with National e-Government Service Platforms

o   If practical; the EIS could build on “ready-to-use” e-Government services or components

The creation of a single data warehouse is foreseen, and will aim at integrating all data needed to produce energy statistics whether on flows, prices or infrastructure. The data warehouse approach provides the means to store data once but use it for multiple purposes.

To develop such a database to support the safe transfer as well as processing and analysis of energy data, a high level conceptual design Concept Note will be prepared by the recruited expert team in close collaboration with the National Bureau of Statistics (NBS) and the Ministry of Energy (MoE) IT departments to ensure that any development fits into the existing GoT/NBS/MoE existing ICT systems. 

Once the conceptual design note approved and validated, functional and technical specifications will also prepared.

As a result, three deliverables are expected:

·         D1: Conceptual design note of the Energy Sector Database

·         D2: Functional specifications of the Energy Sector Database

·         D3: Technical specifications of the Energy Sector Database

D2 and D3 could be developed using the suggested guidelines shown in the Annex.

These deliverables will serve to prepare tender documents and select an IT firm for the further development and launch of the database starting around mid-2024.

More details on the expected deliverables are detailed in annexure of these ToRs.

This job offer is intended for the senior expert,  who will be expected to work jointly with the junior expert to be recruited.

Project or context description

The European Union Delegation to Tanzania (EUD) has requested Expertise France to implement the "statistics and data" as part of the Tanzania energy Sector Reform Programme funded by the EU with a total of €35 million. The three programme components includes (1) TANESCO Modernisation (2) strategic planning and (3) energy statistics. The budget allocated to energy statistics component is 3.2 million EUR   for a 30 month implementation period.

The "Energy Data and Statistics" project aims to contribute to the development of the energy sector in Tanzania through improved energy-related statistical systems. It is a technical project on statistics, the effects of which is on the production of energy statistics contributing to improving the performance of the energy sector, and consequently the socio-economic development the country.

Energy Statistics is a very important in planning and monitoring the energy sector performance in Tanzania, reliability of energy data important for steering public policies related to energy development. It is also an opportunity to focus on specific statistics related to climate and gender issues as an integral part of energy sector development.

To support undertaking of this assignment, The EU on behalf of the Tanzanian Ministry of Energy has contracted Expertise France to implement this component on energy statistics.  Project implementation will involve a number of different energy stakeholders. The coordination of stakeholders and gathering of relevance information based on the Tanzanian’s environment will be done by a local liaison officer who will be reporting to the Expertise France Project manager based in Dar Es Salaam. The implementation of the project is based on the intervention of three technical key experts, as well as short-term non-key experts for specific activities.

As laid out in the EU Description of Action (DoA), the project’s overall objective is to enhance the sustainable development of the Tanzanian energy sector. More specifically, the project is expected to lead to the reinforcement of the energy sector’s knowledge and analysis by stakeholders including private investors, academia, and civil society organisations.

The expected outputs from the Energy Statistics activity are:

-          EO1: Improved capacity of government agencies to use data to formulate policies

-          EO2: Improved data production

-          EO3: Improved data management and dissemination

-          EO4: Improved accountability and policy dialogue on the state of the energy sector and Monitoring and Evaluation of the Energy Budget Support (EU-funded)

The project officially started in February 2023, with the launch of the inception phase of the project, during which the Key Expert team of the project refined Expertise France’s first project proposal and established a detailed work plan, enclosed in the inception report, which was validated during the first meeting of the project’s steering committee on July 5th, 2023.

This activity is part of EO3, and is the first step towards the implementation of Tanzania’s energy database.  

Required profile

Education and experience:

-          Master's degree or advanced degree in IT and/or data management

-          Demonstrated 10 years of experience in designing and managing large databases

-          Good knowledge of statistical methods and processes

-          Professional experience in official statistics IT systems a strong asset

 

Key competencies:

-          Excellent IT skills and proven experience in the design and specification of information systems

-          Good interpersonal skills and ability to collect information from various stakeholders

-          Fluency in spoken and written English a must

-          Fluency in spoken and written Swahili an asset.
