Mission description

Within Component 2, the Key Expert will perform the following duties, in close co-operation with the component team in accordance with the EU and Expertise France procedures, guidelines and rules, with a concern for quality, efficiency, accuracy and confidentiality:

  • Plan, steer, and provide strategic advice with regards to the implementation of Component activities in accordance with the Project workplan and logframe, needs of beneficiaries, and Expertise France rules and procedures; 
  •          Design and oversee the implementation of short-term and mid-term expert missions, ensure quality control of deliverables produced by the experts, guide the experts in public communication with respect to component activities (written articles, interviews, project events).
  •          Assist Component Lead with the reporting on the results achieved by the Component.
  •          Draft and edit reports, analytical notes, policy papers and other Project deliverables in English and Ukrainian;
  •          Ensure timely organisation of Project events, participate at various Project activities and secure internal and external follow-up;
  •          Liaise with the beneficiaries and other stakeholders with regard to the implementation of the Project activities, ensure circulation of information among project partners and beneficiaries with respect to component deliverables;

Project or context description

The Support to Justice Sector Reforms in Ukraine (Pravo-Justice III) Project, implemented by Expertise France (EF) with funding from the European Union, accompanies Ukrainian authorities in the process of comprehensive justice sector reform. Pravo-Justice III is envisaged to build on the results achieved by the predecessor projects (Pravo - Justice I&II) who, since 2017, have supported an ambitious sectoral reform agenda. Pravo-Justice III is organized alongside four results: Accountability for international crimes and fight against impunity (Component 1), Judiciary reform (Component 2), Enforcement of court judgement and reform of penitentiary and probation systems (Component 3), and EU integration (Component 4).

Required profile

The Judiciary and Judicial Reform Key Expert will have:

  •          An advanced Law Degree (Masters or PhD) from an accredited law school.
  •          At least 15 years of professional experience in the judiciary, with at least 5 years of experience in European countries;
  •          Demonstrated experience in project management, including at the senior level;
  •          Experience with technical assistance projects funded by the European Union or other international donors.
  •          Fluency in both Ukrainian and English.
