Mission description

Expertise France is starting a new project financed by the European Union Delegation to Jordan to support democratic reforms and processes in Jordan. The project is currently in its inception phase and Expertise France is seeking to define the reference and target values of each indicator of the logical framework and to define the MEAL plan of the entire project in close coordination with the implementing partners. This plan will be rolled out and implemented by the full time MEAL officer to be recruited in March/April. 

Assignements objectives : 

1.            Review and update the logical framework;

2.            Conduct a baseline study in order to define reference values and target values for each indicators;

3.            Develop the MEAL plan and tools in coordination with Expertise France and its implementing partners;

4.            Provide training to Expertise France staff and implementing partners on the MEAL plan and tools.  

Expected results: 

1.            A detailed and updated project theory of change

2.            A logical framework and revised indicators

3.            Definition of reference values (baseline) and target values for each indicator

4.            A MEAL plan aligned with EF and donor quality standards, which is adapted to the project

5.            A MEAL system that ensures effective application of MEAL plan, ensuring in particular:

  • Data collection using tools adapted to the activity type 
  • Harmonized data flow, collection tools and responsibilities amongst three implementing partners
  •  Responsibilities/ distribution of tasks and workplan for the project team
  • Compliance with Expertise France standards and contractual requirements
  •  Data visualization dashboard using a Business Intelligence Software

6.           Training and support for the recruited project MEAL Officer and three implementing partners focal points on MEAL and tools developed to facilitate ownership of the project's MEAL system

Expertise France is starting a new project financed by the European Union Delegation to Jordan to support democratic reforms and processes in Jordan. This action seeks to consolidate the progress achieved by the EU Support to Jordan Democratic Institutions and Development (EU-JDID) programme and builds on opportunities arising from the reforms proposed by the Jordanian “Royal Committee to Modernise the Political System” regarding constitutional reform and changes in political parties’ law and electoral law. 

The overall objective of this programme is to promote a more participatory, inclusive and accountable democratic process.

The specific objective(s) of this programme are:

  1. To ensure young men and women meaningful participation in democratic life
  2. To support political parties in creating an enabling environment for increased participation of and responsiveness to diverse groups
  3. To support the House of Representatives in exercising its core parliamentary functions with greater professionalism, effectiveness, inclusivity and accountability

Required profile

Qualifications and experience:

-          Post-graduate in a field relevant to the assignment: in public administration organization and management, financial and administrative management, information systems, economics/ international development/social sciences/ international cooperation /project building/evaluation, business/engineering school or equivalent experience

-          At least 7 years’ experience in monitoring, information management, data collection and/or evaluation for international projects/donors/organizations, development projects.

-          Experience in the field of civic participation would be an asset

-          Experience in database design and management.

-          Experience in designing, facilitating and evaluating training for adults in the field of monitoring and evaluation will be considered favorably

Professional skills:

-          Excellent understanding of results frameworks and indicators as well as international MEAL standards and applications, particularly on projects funded by the European Union.

-          Excellent writing, data collection/analysis/visualization skills.

-          Skills on knowledge sharing and designing teaching materials are highly desirable.

-          Good working knowledge of Jordan or the MENA region.

-          Competent user of Microsoft Office applications and data collection and processing software (Kobo, Survey CTO, Eval&Go, STATA, SPSS, Power BI/Tableau, etc.)

-          Excellent coordination and teamwork skills.

-          Excellent written and spoken command of English (good writing, synthesis and analytical skills…).

Proficiency in Arabic would be considered favorably.

Implementation period: 3 months 

Start date: 15th January

End date: 1st may 2024

Effective duration per assignment: 30 days
