Description de la mission

Drawing on successful experience in international cooperation projects, the M&E Officer will be responsible for the development and implementation of the Monitoring and Evaluation (M&E) plan for Expertise France (EF) and the Global Green Growth Institute (GGGI) in the Philippines. The joint EF- GGGI intervention, titled “Green Infrastructure, Business, and Finance”, falls within the EU-funded Philippines Green Economy Programme.  

The M&E Officer will have a double reporting structure, to the EF Project Lead and Deputy Project Lead as well as to GGGI’s Outcome 3 Coordinator, all based within Manila. The M&E Officer may also be asked to coordinate with each organisation’s headquarters -  in Paris for EF and in South Korea for GGGI. Finally, the M&E Officer will coordinate with the short-term experts assisting the project.

He/she will be responsible for the following tasks:

  • Needs Assessment
    • Assess the needs and available resources of the project in terms of the M&E system, data collection, reporting within EF and GGGI and among implementing partners
  • Develop the M&E plan, with the support of experts
    • Review and explain in detail the project theory of change with all stakeholders.
    • Refine the M&E indicators based on the theory of change and the quality of available data
    • Provide detail on the definitions, methods of calculation and disaggregation of indicators
    • Define reference values (baseline) and target values for each indicator
    • Update the logical framework to present to the donor as necessary
    • Describe the data flows, data collection, processing and analysis mechanisms, storage locations, software and hardware used, data quality control and reporting mechanisms
    • Clearly set out the sources: access, methods, reliability, limitations
    • Develop an action plan detailing the key activities for the MEL system, the schedule, budget and roles and responsibilities.
  • Implement the M&E plan
    • Put in place the technical and organizational M&E tools: software licenses, communication methods, etc.
    • Develop the data collection, analysis and visualization system, and the corresponding tools (Kobo questionnaires, ODK, dashboards, reporting formats, etc.).
    • Estimate the reliability of objectively verifiable indicators based on samples and the quality of the data available
    • Document GDPR compliance: access to rights, data security, transfers outside the EU
    • Train all stakeholders on M&E and the mechanisms / tools developed to facilitate their involvement in the implementation and use of the MEL system
    • Collect, process data, and interpret date, interacting with stakeholders when needed
    • Produce monitoring and evaluation indicators and reports
    • Contribute to the bi-annual review exercises and presentations to the steering/monitoring committees with the project team
    • Develop, with the head office Project Manager and the Project Leader in Manila, the terms of reference to identify external service providers for the M&E plan as needed

Contextual elements

The economic dynamism of the Philippines has created significant gains in poverty reduction, with poverty rates dropping by over 50% in the last decades. The rapid growth of the middle class and domestic consumption in the Philippines, however have contributed towards significant levels of waste which the country is unable to manage.

Already one of the most climate vulnerable countries in the world, the Philippines seeks to secure its long-term socio-economic outlook by integrating more inclusive and sustainable models of development. To this end, the Philippines has recognized the importance of transitioning towards a circular economy, aiming to minimize waste, promote resource efficiency, and create a closed-loop system where resources are reused, recycled, or regenerated.

The circular economy approach involves the following facets:

·         Reducing waste generation: Implementing waste management strategies such as recycling, composting, and waste reduction measures to minimize the amount of waste produced.

·         Promoting resource efficiency: Encouraging the efficient use of resources through sustainable production and consumption practices, as well as adopting technologies and processes that optimize resource utilization.

·         Encouraging circular business models: Supporting and promoting businesses that adopt circular principles, such as product redesign, remanufacturing, repair, and sharing economy models.

·         Enhancing recycling and waste management infrastructure: Improving recycling facilities, waste segregation systems, and promoting proper waste disposal practices to facilitate the recycling and recovery of valuable resources.

·         Fostering collaboration and partnerships: Encouraging collaboration between government agencies, private sector stakeholders, academia, and civil society to drive innovation, knowledge-sharing, and collective action towards a circular economy.

By transitioning to a circular economy, the Philippines aims to achieve sustainable and inclusive growth, reduce environmental impacts, create new economic opportunities, and improve the well-being of its people while preserving and restoring the country's natural resources.

The project

The purpose of the EU- PH Partnership for Green Economy is to support the Philippines’ transition towards a green economy, including circular economy, reducing waste and plastic, as well as to increase energy efficiency and renewable energy deployment to support climate change mitigation.

 The action tackles three main levels:

(i)            Establishing a Policy Dialogue Platform at central government level to facilitate policy formulation, improve city to city collaboration through supporting the development of a National Circular Economy Strategy and Roadmap, extend dialogue to promote renewable energy/energy efficiency and to apply the dialogue’s outcomes (linked to Specific Objective 1 of the action);

(ii)           Working with Local government units (LGUs) to define and implement circular economy, climate change and energy policies with a human rights and gender - responsive perspective, including outreach and support of local business and civil society (linked to Specific Objective 2 of the action);

(iii)          Enhancing engagement of the private and financial sectors into the circular waste economy creating better conditions for private sector investment by supporting business driven waste reduction strategies and circular solutions in the production process (linked to Specific Objective 3 of the action).

The intervention of Expertise France and GGGI targets Specific Objective 3.

Place of implementation

The programme will be implemented from the Expertise France – GGGI project office in Manila. Travel may be expected on an ad hoc basis to oversee pilot projects implemented in non- Metro Manila areas.

The team

The steering and coordination team, based in Manila, will be responsible for overseeing the activities delegated to Expertise France and GGGI. Their responsibilities include (i) defining and implementing the intervention strategy, (ii) building and managing the project team, including short-term expertise, (iii) implementing the communication and visibility strategy, as well as the monitoring and evaluation system, and (iv) handling the project's administrative and financial management.

This team will be composed of (indicatively): a project manager, a deputy project manager, an M&E officer (subject of the call for applications), a communication officer, an administrative assistant, an administrative and financial manager, a senior grants officer, a junior grants officer, and long-term technical experts. These technical experts will support the team leader in defining and implementing project activities and will cover various thematic areas, including green economy and green financing, public-private-partnerships in waste management, gender, etc.

The project team will also be supported by a project officer based at the Expertise France headquarters in Paris. Weekly exchanges will take place between the headquarters and the office in Manila.

Profil souhaité

The M&E Officer should meet the following profile:

Qualifications and skills:

-          Post-graduate education

-          At least 1 prior professional experience in monitoring, information management, data collection and/or evaluation for international projects/donors/organizations

-          Experience in database design and management

-          Experience in designing, facilitating and evaluating training for adults in the field of monitoring and evaluation will be considered favorably

 

Professional experience:

-          Excellent understanding of results frameworks and indicators as well as international M&E standards and applications, particularly on projects funded by the EU

-          Excellent writing, data collection/analysis/visualization skills.

-          Skills on knowledge sharing and designing teaching materials are highly desirable.

-          Significant professional experience in the Philippines

-          Competent user of Microsoft Office applications and data collection and processing software (Kobo, Survey CTO, Eval&Go, STATA, SPSS, Power BI/Tableau, etc.)

-          Excellent coordination and teamwork skills.

-          Excellent written and spoken command of English (writing, synthesis and analytical skills).

Informations complémentaires

Location of the mission: Manila, Philippines, with possible travel expected throughout the country.

Duration of the mission: Up to 54 months. The proposed contract will be for one year, renewable.

Starting date: April 2024
