Mission description

Based in Kyiv, the position is under the direct responsibility of Shared Support Unit (SSU)’s Administrative and Financial Manager (AFM).

Missions

The principal missions assigned to the Grants Officer will be (not limitative):

 

Grants monitoring

In collaboration with the AFM:

  • Develop and configure, the financial monitoring tools for grants (financial reporting file, expenditure tracking, etc.)
  • Provide training and ensure the understanding of administrative and financial aspects of EF grants by beneficiaries of grants
  • Act as the financial focal point for beneficiaries (responding to requests and inquiries, alerts) according to operational constraints
  •  Ensure verification and control of supporting documents submitted by partners according to operational constraints
  • Check compliance with EF administrative procedures by the partners
  • Verify and controls the consistency (accuracy of amounts, completeness, exchange rates, etc.) between expenses recorded in partners' expense journals and the supporting documents submitted
  • Support the validation of partners' financial reports (checks, framing)
  • Participate in defining and formalizing grant monitoring procedures
  • Regularly develop and update the overall grant monitoring dashboard
  • Compile and regularly provide quantitative and qualitative analyses of financial data concerning grants supported by Expertise France

 

Participation in the call for proposals process

  • Participates in the evaluation committee responsible for selecting the grant beneficiary (analysis of the financial and organizational capacity grid, review of budget proposals in line with the technical proposal)
  • During the contracting phase, supports the project in establishing the schedule for report submission and monitoring tools

 

Capacity building

  • Coordinate EF's internal and external reflection (interaction with other Technical and Financial Partners) on grant management and capacity building of beneficiaries (networking) through short- and medium-term approaches
  • Identify opportunities for activities and partnerships related to capacity building for grant beneficiaries (training)

 

External audit

·         Assist in preparing external audits (gathering documents)

·         Coordinate audits mandated with grant beneficiaries

 

Archiving

·         Responsible for archiving all grant accounting and financial documentation

 

Project or context description

Ukraine has become one of Expertise France's countries of intervention. The agency implements national and regional projects and works on a wide range of issues (health, local governance, support for innovation and entrepreneurship, etc.).

Required profile

Qualifications

·         Advanced degree in accounting, finance or related field

 

Professional experience

·         At least 5 years' experience in a similar position

·         Proven experience in the grant management process

·         Proven experience in the financial management of grants

·         Knowledge of international donor rules (EU and others)

·         Proficiency with Microsoft Office — Excel in particular

·         Ability to work in a multicultural environment

·         Ability to analyse and summarise

·         Excellent interpersonal and teamwork skills

·         Excellent analytical and report-writing skills

·         Fluent in spoken and written English; French would be a plus

Location: Kyiv, with occasional travel within the country

Type of contract: 30-month, Ukrainian fixed-term employment contract, renewable
