Mission description

The Security Officer for Ukraine reports directly to the Operations Security Department (DSO).

He/She oversees security matters for Expertise France in Kyiv, acting as the DSO’s point of contact to ensure the safety and integrity of Expertise France staff, premises and assets in Ukraine, as well as monitoring security developments in the country on a daily basis.

 

Analysis and reporting

  •          Provide regular reports to the DSO regarding developments in Ukraine, with a particular focus on incident follow-ups and information transfers;
  •          Continuously monitor and analyze the security environment, especially in areas related to projects and the presence of Expertise France teams, addressing issues that could impact activities;
  •          Analyze the vulnerability and accessibility of specific areas, such as potential new intervention zones;
  •          Draft regular situation updates, to be submitted twice a month;
  •          Transmit instructions to employees based on the analyzed information.

 

Safety procedures

  •      In collaboration with the DSO: propose, define and write new procedures as required for projects. Participate in drafting and updating the security plan, while taking into account changes in the security situation;
  •          Conduct identification and security audit of infrastructures;
  •        On the basis of requests from project managers, receive and formalize requests for mission orders to be forwarded to the DSO;
  •          Monitor and secure personnel movements;
  •          Ensure that travel procedures are applied and complied with, both technically and practically;
  •          Ensure the follow-up and maintenance of safety-related equipment (trackers, communication equipment);
  •          Contribute to the development of risk mitigation strategies;
  •       Maintain regular contact with deployed personnel, ensuring that the employee follow-up databases are kept up to date;
  • ·         Monitor the movement of missions;
  • ·         Ensure compliance with procedures and implementation of safety plans.

 

Networking

  •          Establish and uphold a network for contextual and security information exchange, involving institutional partners, NGOs, armed forces, etc.;
  •          Liaise with security actors, administrative and customary authorities in areas of operation.

Required profile

Profile

  •          Minimum university qualification: Bachelor’s degree in a relevant field;
  •     At least 2 years’ successful experience as a security/logistics referent in an NGO or international organization;
  •          Military experience is appreciated;
  •          Very good spoken and written English and Ukrainian.

 

Cross-disciplinary skills

·         Proficiency in common software packages (Word, Excel, Power Point);

·       Use of mapping tools: ability to interpret geographical data and create visual representations to support operational activities;

·        Excellent interpersonal and communication skills.

Location: Kyiv, with occasional travel within the country.

Additional information

Type of contract: 30-month fixed-term Ukrainian employment contract, renewable

Starting date: 10 January

Remuneration: according to EF salary scale and profile

  •          First – Expertise France will review the submitted candidacy;
  •           Second - selected candidates may be invited to take written tests to assess their technical and linguistic skills.
  •           Third - short-listed candidates may be invited for an interview.
