Mission description

The role of the Rules of Origin Program Officer is to provide technical assistance for negotiations of the African Continental Free Trade Area concerning rules of origin and their implementation.

Main Functions

Providing guidelines and facilitate negotiations and implementation of the rules of origin;

Contribute to ensuring the Secretariat of the Sub-Committee on Rules of Origin and its proper functioning;

Providing technical assistance to Member States during the rules of origin negotiation process and all relevant work to facilitate the implementation of the AfCFTA Agreement;

Contribute to overseeing the implementation of the provisions of Annex 2;

Contribute to undertaking studies and advocacy programs on rules of origin

Mission

Contribute to the periodic updates of the legal instruments of the AfCFTA, with a focus on Annex IV and Appendix II of the Protocol on Trade in Goods, ensuring these documents accurately reflect the evolving dynamics of trade within the AfCFTA;

Participate as a resource person in meetings of AfCFTA institutions, in particular meetings of the Sub-Committee on Rules of Origin and other capacity building workshops;

Circulate information and documents to State and non State Parties or participants of any meetings, workshops, trainings and seminars held by the division;

Participate in scheduling of the Sub-Committee on Rules of origin and institutional meetings related to Rules of Origin, including the preparation of memos and budget;

Maintain the database of the AfCFTA Rules of Origin legal instruments and disseminate all relevant documentation regarding AfCFTA Rules of Origin;

Represent the Division in relevant meetings, workshops, and conferences within the scope of the AfCFTA Rules of Origin;

Contribute to reports, publications, and any relevant documentation relating to the worof the Rules of Origin Division;

Contribute to the strategic planning and budgeting of the Rules of origin Division; and

Perform any other duties as may be assigned by the supervisor.

Project or context description

The African Continental Free Trade Area (AfCFTA), signed by 54 of the 55 African countries, is the first step to achieving the objective of a continental single market. The AfCFTA is expected to boost intra-African trade, promote structural transformation and generate significant employment opportunities in Africa, especially for women and young people. Despite the high political momentum and the strong economic rationale, realising the AfCFTA will require strengthening institutional capacities to complete negotiations and to implement and meet the obligations of the agreements, with the active involvement of the private sector and effective cooperation between stakeholders at the continental, regional and national level. 

The Team Europe Technical Assistance Facility to support the AfCFTA and Continental Economic Integration (TE TAF) seeks to contribute to the African economic Integration agenda through mainly the realisation of the AfCFTA. The EU TAF is meant to be an efficient, reactive and flexible mechanism to answer to the needs of the African Union (AfCFTA Secretariat, AUC and some AU Specialized agencies), RECs, AU Member States and other potential continental partners and regional private sector organisations, working on fostering the AfCFTA and economic continental integration.Funded by the EU, Agence Française de Development, the German Ministry of Development Cooperation (BMZ) and Sweden, the Team Europe Technical Assistance Facility will be implemented by GIZ, Expertise France, and FIAPP under the guidance of the AfCFTA Secretariat.

Required profile

Professional Experience 

Master’s degree in international Trade, Economic sciences, Development economics, International relations, International business, International law, Political sciences or relevant disciplines with (7) years in progressively responsible positions out of which three (3) years should be at expert level in international, diplomatic or government setting.

OR

Bachelor’s degree in public administration, International relations, Business Administration or trade related areas with ten (10) years in progressively responsible positions out of which three (3) years should be at expert level.

 Qualifications and Skills

Ability to work in a multicultural environment;

Ability to work independently to meet critical and competing deadlines(multi-tasking), to produce high quality work in short timeframes;

Excellent interpersonal/teamwork skills;

Must be computer literate with a working knowledge of common computer applications and systems, Excellent drafting, reporting, communication and presentation skills;

Strong program/project management skills;

Strong analytical skills;

Ability to liaise with a diverse range of people and stakeholders;

Proficiency in one of the African Union working language;

Proficiency of two or more of other working language(s) would be an added value;

Applicants must be proficient in one of the African Union working languages (Arabic, English, French, Portuguese, or Spanish), knowledge of one more or several other working languages would be an advantage.
