Mission description

In the framework of the EUP2P Export Control Programme for dual use goods – P103 the expert will endorse the role of Regional Coordinator for a portfolio of countries in North and West Africa. The nature and the numbers of Partner Countries of the expert’s portfolio will be defined in accordance with the profile and the availability of the Regional Coordinator selected. 

The Regional Coordinator will be contracted directly as an independent expert, or via a partnership between his/her organisation and Expertise France. The Regional coordinator will undergo a three-month trial period during which the number of working days per month will be established, based on needs. It is foreseen that the Regional coordinator can work up to 20 days per month.


As Regional Coordinator and member of the Project Management Team, under the supervision of the Team Leader and the Project Manager, the expert will be responsible for:

1)   Establishing partnership with the project’s Partner Countries: 
•    Proposing roadmaps of activities after consulting the national contact persons of the partner countries in her/his portfolio in coordination with the Team Leader;
•    Liaising with Partner Countries’ points of contact for the purposes of the project
•    Keep the Team Leader and the Project Manager informed about the communication with Partner Countries; 
•    Identifying gaps, needs and related challenges/risks in the partner countries’ trade control system;
•    Supervising the updates of the Technical Need Assessments of the countries in her/his portfolio;
•    Providing support, advice and consultation to the partner countries in her/his portfolio as needed (e.g. by remote assistance); 
•    Providing first-hand political and technical analysis and recommendations about the planning of the activities in partner countries of her/his portfolio.

2)   Implementing EU P2P activities with the Partner Countries:
•    Designing concepts and agendas with the Partner Countries’ EU P2P points of contact for agreed activities after consulting with Key Experts and the Team Leader; 
•    Identify relevant experts for the delivery of the activities, in consultation with the Key Experts, contacting these experts and coordinating their preparatory work for remote, hybrid or residential capacity-building events; 
•    Lead missions and deliver on-site, hybrid and remote legal activities in partner countries in her/his portfolio, including national and multinational events;
•    Organising, implementing and reporting on activities with the partner countries in her/his portfolio;
•    Support the Team Leader on the strategic communication with the other international support providers and the EU CBRN Centres of Excellence Secretariats. 

3)   Contributing to the general management of the project:
•    Support the Team Leader in the definition of the strategic approaches towards the Partner Countries and the other donors;
•    Updating the Key Experts and the Project Management Team concerning the legal developments in the Partner Countries; 
•    Advising the Project Management Team when required about other regional actors as well as other international organizations with special regards to the countries of her/his portfolio;
•    Taking part in the Project Management Team meetings – taking place monthly (mostly virtually);
•    Taking part in the Steering Committee meetings, upon request; 
•    Contributing to the elaboration of the project’s progress reports; 
•    Supporting the Team Leader in the delivery of specific deliverables of the Project Management Team identified along the project.

Project or context description

The European Union Partner-to-Partner Export Control Programme for Dual-Use Goods (EU P2P) is implemented since 2005. Its overall objective is to contribute, through projects, to the establishment, consolidation or update of effective strategic trade control (STC) systems for dual-use goods by offering a long-term perspective for cooperation and mutual economic benefits of export controls convergence. 


It aims at cooperating with strategic partners to jointly enhance the effectiveness of dual-use trade control systems worldwide by sharing experiences and best practices and supporting compliance with international obligations under CWC, BTWC, NPT and most notably under UN Security Council Resolution 1540.


The EU P2P “Project 103”, starting in January 2024 for a duration of 36 months, will cover Partner Countries in Central America, South America, Eastern Europe and Caucasus, North and Western Africa, Eastern Africa, Southern Africa, South Asia, Southeast Europe. Its implementing consortium is led by Expertise France and seeks Regional Coordinators for implementing the project with the Partner Countries

Required profile

-    At least 5 years of professional experience involving the management of international relations;
-    At least 3 years of experience in positions related to dual-use items’ trade management in government authorities or as a practitioner (e.g. industry, law) or researcher;
-    Professional English and French proficiency (spoken, written);
-    Ability to work in multi-cultural environments and work in international team configurations;
-    Diplomatic skills and experience in working with different countries’ government authorities;
-    Organisational skills, flexibility, reactivity to demands and ability to comply with tight deadlines;
-    Ability to work flexibly outside regular office hours;
-    Mobility ready (travels);
-    Demonstrates leadership skills in complex situations (project missions).

Additional information

Desirable:
-    Previous experience in working in European Union cooperation programmes and projects,

Morocco is one of the countries that will be covered by the Regional Coordinator, and not an exclusive partner country.
