Mission description

Expertise France is seeking a Deputy Project Manager for a 3-year contract as part of the Iraqi Women Economic Empowerment (IWEE) project, based in Erbil. The Deputy Project Manager will provide crucial support in the operational management and coordination of project activities, communications, and accountability to various stakeholders. This role involves close collaboration with the Project Manager based in Baghdad and numerous partners, Iraqi and international, involved in the project.

The anticipated duration of this contract is 3 years. The Deputy Project Manager will be based in Erbil within Expertise France’s offices.

Description of the Assignment:

Based in Erbil, the Deputy Project Manager will assist in the management and operational implementation of activities conducted by Expertise France as part of the IWEE project. He/She will lead the team in Erbil and liaise with the project manager based in Baghdad. Responsibilities include overseeing project coordination, ensuring fulfillment of contractual obligations, quality control of activities, alignment with defined indicators, integration of cross-cutting issues, and collaboration with AFD and technical partners.

The Deputy Project Manager's tasks include:

Assisting in Project Leadership:

- Contribute to the planning and monitoring of project implementation.

- Collaborate closely with the project team and partners to establish strategic directions for achieving project objectives.

- Participate in planning and organizing project implementation in partnership with various stakeholders.

- Assist in drafting calls for proposals, procurement plans, and contract negotiations, while ensuring contract quality.

- Identify expertise requirements and facilitate expert mobilization.

- Ensure the quality control of project deliverables.

- Prepare steering committees and technical reports.

- Monitor program and activity performance indicators.

- Supervise the development and implementation of the communication strategy.

- Oversee the development and implementation of the monitoring and evaluation system.

- Represent Expertise France to beneficiaries.

Team Management:

- Participate in the recruitment of project team members.

- Train teams in operational practices and agency-defined procedures.

- Provide necessary support to team members and lead team meetings.

- Organize the project team's activity.

Administrative and Financial Management:

- Supervise and contribute to the update of management tools.

- Contribute to internal reporting, including financial monitoring, budget forecasts, and closures.

- Ensure compliance with Expertise France procedures for procurement, financial execution, and financial monitoring.

Cross-Functional Activities:

- Maintain communication with the team based in Bagdad.

- Contribute to knowledge sharing and dissemination of project results.

Project or context description

The IWEE project, funded by the Agence Française de Développement (AFD), aims to enhance the economic empowerment of Iraqi women and reduce gender inequalities by increasing their income. This objective will be achieved through three components: supporting the development of the female entrepreneurial ecosystem, facilitating the establishment of micro-enterprises, and the growth of existing businesses created by Iraqi women.

Required profile

- Master's degree (BAC +5) in development project management, development economics, management, economics, or any relevant subject.

- Proficiency in project management fundamentals.

- Strong understanding of the entrepreneurship ecosystem.

- Strong interpersonal, communication, and teamwork skills.

- Excellent organizational abilities.

- Autonomy, flexibility, and responsiveness.

- Proficient in English and Arabic.

- Excellent writing skills.

- Fluency in local dialectical languages and French would be a plus.

Professional Experience:

- At least 5 years of professional experience in project management.

- Experience in related areas such as entrepreneurship, women's economic empowerment, private sector development, etc.

- Familiarity with AFD management procedures would be a plus.

- Field experience in the Middle East, with experience in Iraq as a plus.

- Knowledge of Expertise France management procedures would be an advantage.
