Mission description

To support the implementation of project activities, Expertise France will set up a Project Team based in Colombo. Under the supervision of the Head of Unit, the Project Manager is responsible for the overall management and coordination of EF’s part of the “CIRCULAR : Promoting a Circular Economy in the Food Sector” programme in Sri Lanka, funded by the European Union.

The Project Manager heads the Project Team - and is based in Colombo. He/she will work on a daily basis with and will manage the Technical Coordinator; 3x Technical Specialists; a MEAL Officer; a Financial and Administrative Manager; and a Project Assistant. The Project Manager will be in regular contact with the HQ-based Steering Unit (Director of Department; Head of Unit; Project Officers).

He/she will need to be able to travel regularly within Sri Lanka (Colombo and Galle Districts) to meet with stakeholders and contribute to the smooth running of the project. The position implies a high degree of autonomy, and interpersonal skills appropriate to working in an international and multicultural environment.

Working with the project team, the Project Manager will be responsible for the following tasks:

Management of the Project Team 

  • Heads the Project Team and is hierarchical superior of the Expertise France members of the team. Organises, recruits and manages the Project Team members in Colombo.
  • Ensures day-to-day coordination between staff members of the Project Team. Defines the team's operational objectives, organizes workload plans, etc.;
  • In liaison with EF’s Security Department, ensures that the security policy defined by the Security Department is implemented and complied with;
  • Ensure that a calm, dynamic and positive working atmosphere is maintained.

Overall project management

  • Defines the project's strategic and operational planning in collaboration with the partners and the donor and monitors its implementation;
  • Supervises the activities: planning, implementation, budget execution, monitoring/evaluation, audit,  in coordination with the Technical Specialists;
  • Identifies and mobilises all the resources (including short terms expertise) needed to implement the project successfully;
  • Is responsible for harmonized execution and reporting procedures for all activities, set the framework and proposes tools and procedures;
  • Ensures compliance with the specifications/contract required by Expertise France and the donor, anticipates and manages risks and developments relating to the project and alerts his or her hierarchy if necessary;
  • Oversees the writing and transmission of contractual reports to the donors (narrative and financial);
  • Contributes to the development and updating of the project's management tools and procedures;
  • Supervise the quality of deliverables, intermediate and final project technical and financial reports, and annual financial audits;
  • Participates to and co-chairs the project’s Steering Committees.

External project coordination

  • Leads communication with the EUD-Sri Lanka, to keep it informed on main developments or issues requiring attention of EUD services;
  • Leads relations with local stakeholders (donors, partners, service providers);
  • Centralises project information and organise its dissemination to the various stakeholders
  • Day-to-day coordination between European implementing agencies and contributes to ensuring synergies between the different projects within the “CIRCULAR” programme;
  • Represents the project and Expertise France in the events organized in the framework of the project (conferences, regional workshop, field visits, etc.).

EF internal liaison

  • Ensures the interface between the project and the HQ-based Steering Unit;
  • Ensures compliance with the specifications/contract, anticipates and manages risks and developments relating to the project and alerts his or her hierarchy if necessary;
  • Supervises financial monitoring and forecasts, budget closures and the production of financial reports;
  • Represents EF in the various bodies involved in project monitoring.

This job description is not exhaustive. Generally speaking, the project manager is responsible for ensuring that the project's contractual objectives are met, and for carrying out all the activities required to ensure that the project runs smoothly. The signature of the contract for this position will be subject to the signature of the Agreement between the European Union and EF.

Project or context description

Expertise France is the French public international cooperation agency. It designs and implements projects which aim to contribute to the balanced development of partner countries, in line with the Sustainable Development Goals (SDGs) of the 2030 Agenda and the priorities of France’s external action.

The EF project is part of a threefold umbrella “CIRCULAR” programme funded by the European Union (EUD-Sri Lanka), for a period of 40 months (2023-2027). This umbrella programme will be implemented by the three following Implementing Partners (IPs) : Expertise France (EF), the Food and Agriculture Organization (FAO), and the Gesellschaft für Internationale Zusammenarbeit (GIZ).

CIRCULAR takes an integrated approach to “promote a circular economy in the food sector” in Sri Lanka, especially aiming at the reduction of food waste and loss, as well as the reduction of Single-Use-Plastic.

The Specific Objectives (outcome) of the Action are twofold:

  • Specific Objective 1 (SO1): to increase recovery, processing and supply of edible and safe food surplus and/or waste for the benefit of vulnerable consumers and/or food producers.
  • Specific Objective 2 (SO2): to enhance effectiveness of the sustainable production, distribution and consumption models related to food waste/loss and single-use plastic food packaging.

Only SO1 is tackled by EF, SO1 will be tackled by FAO. 

The Outputs necessary in order to achieve SO2 are:

  • Output 2.1. Increased awareness (and behavioural changes) among the general public, economic operators, consumers and civil society about public incentives, sustainable products, solutions and services on the market
  • Output 2.2. MSME, startups, social enterprises and cooperatives have increased access to sustainable and gender sensitive business models and practices that utilize new technologies and innovations
  • Output 2.3. MSME, startups, social enterprises, cooperatives have increased access to finance and Business Development Services (BDS) related to sustainable and gender sensitive business models and practices
  • Output 2.4. Enhanced technical capacity of workers and business staff related to sustainable and gender sensitive business models that integrate waste reduction

Expertise France (EF) will work on reducing Single-Use Plastic (SUP) in the food sector by raising awareness of actors along the SUP supply chain via Output 2.1., and enabling access to finance for growth- and expansion-stage companies via Output 2.3; whereas FAO will implement Outputs 1.1, 1.2 and 2.1 (with focus on food waste/loss); and GIZ will mainly work on Outputs 2.2, 2.3 (with focus on early-stage companies) and 2.4.

EF, FAO and GIZ will work jointly to implement as “one programme” with the respective distribution of tasks mentioned above but feeding and complementing each other for the overall success of the programme. GIZ will assume a coordinating role to ensure that implementation between the three partners happens in an integrated fashion and that activities mutually strengthen one another.

Required profile

  • Master’s Degree (minimum 5 years' higher education) in environmental sciences, sustainable development, economics, finance, project management, political science, international relations/international cooperation or relevant field
  • A minimum of 10-years professional experience, including 6 in international development and cooperation
  • At least 2 professional experience in a management team in a multicultural context
  • Proficiency in English and French is required

Specific knowledge, experience, skills or competences

  • Good knowledge of cooperation mechanisms and implementation of technical assistance project, in particular for projects financed by the European Union
  • Excellent command of the fundamentals of the project cycle (preferably also in multi-operator projects)
  • Proficiency in developing technical, narrative and progress reports
  • Proven experience in public policy issues, awareness campaigns and strategy development related to Circular Economy
  • Knowledge of private sector development and Circular Economy financing is an advantage
  • Experience working with emerging markets, especially in South Asia is an advantage
