The Finance Manager will work closely with the Project Team and the Expertise France to ensure timely payments of goods and services in full compliance with legal obligations and with internal rules and procedures.
Under the direct supervision of the Head of Administrative Unit, the Finance Manager will have the following responsabilities:
· Maintain field accounting records, ensuring they are complete, accurate, and well archived/ entered into the Atlas accounting system.
· Perform primary compliance check-ups on project expenses. Ensure expenses are authorised and incurred in accordance with established procedures, including verification of supporting documents and budget availability {for expenses incurred in local currency+ other procurements except experts fees}.
· Perform financial compliance review of the grantees’ financial reports.
· Maintain Fixed Asset register.
· Maintain Petty Cash book, perform monthly petty cash reconciliations.
· Preparation of monthly field financial reports to be submitted to the Project Manager within the agreed timeline.
· Management of field cashflow and preparation of monthly cashflow projections. Preparation of detailed treasury requests for local bank account replenishment.
· Supervise formal monthly reviews of recurring expense such as taxi fares, mobile charges etc.
The Support to Justice Sector Reforms in Ukraine (Pravo-Justice III) Project, implemented by Expertise France (EF) with funding from the European Union, accompanies Ukrainian authorities in the process of comprehensive justice sector reform. Pravo-Justice III is envisaged to build on the results achieved by the predecessor projects (Pravo - Justice I&II) who, since 2017, have supported an ambitious sectoral reform agenda. Pravo-Justice III is organized alongside four results: Accountability for international crimes and fight against impunity (Component 1), Judiciary reform (Component 2), Enforcement of court judgement and reform of penitentiary and probation systems (Component 3), and EU integration (Component 4).
