Mission description

The role of the experts will be to support the:

a)       transformation of EKDDA’s business model and operation in order to improve its efficiency, effectiveness, and overall performance, in line with global trends in New Public Management

b)      strengthening of EKDDA’s ability to deliver effective public sector education and training

The experts’ assignments may take place at any moment during the implementation of the project, and for a variable duration, depending on the project needs.

Expertise is required in the following fields: 

  • Strategic & business planning and management
  • Operations management
  • Change Management
  • Human Resources Management
  • Business Process Reengineering
  • Public administration 
  • Performance measurement and evaluation
  • Legal and regulatory frameworks
  • IT and technology integration
  • E-learning and technology-enhanced learning
  • Communication
  • Curriculum development and instructional design
  • Adult education and training
  • Training delivery and facilitation

Tasks will be executed at Expertise France Athens Office and/or at the premises of the beneficiary and other stakeholders and line Ministries, if needed, upon agreement with the Project Coordinator.

Project or context description

The Greek authorities have committed to continue the reform of the public administration to boost state efficiency, transparency, and meritocracy. To support this reform, Greece has requested assistance from the Directorate General for Structural Reform Support (DG REFORM) of the European Commission. DG REFORM contracted Expertise France, to provide technical support (TS). 

The TS will be provided in the area of organisational transformation and public sector Human Resources Management reform, with the purpose of driving the transformational change of the EKDDA.

The project led by Expertise France provides support to Greece in its efforts to strengthen institutional and administrative capacity, to effectively address the challenge for the development of a modern public administration through training.

The duration of the project is of 24 months starting in October 2023.

Implementation of the TS is carried out by a multinational team of Greek and other EU Member States’ experts headed by one Key Expert (KE), under the supervision and coordination of Expertise France.

Required profile

Qualifications & skills

  • University Degree (preferably at postgraduate level) in fields relevant to the specific expertise area, such as Business Administration, Public Administration, Human Resources Management, Organizational Development, Education, or related fields. In the absence of such a degree, candidates should have at least 10 years of professional experience in the relevant domains.
  • Proficiency in written and spoken English is essential. Knowledge of the Greek language will be an asset.
  • Demonstrated analytical, research, and reporting abilities.
  • Strong report-writing skills in English and/or Greek.

General professional experience

  • For senior experts, a minimum of 7 years of postgraduate professional experience in international and/or national-level positions in fields directly relevant to the assignment.
  • For junior expert positions, a minimum of 3 years of professional experience is required.

Specific professional experience

  • Proven track record of involvement in a minimum of 2 assignments directly related to the project's objectives. This could include prior work in public administration reform, organizational transformation, human resources management, training and education, or similar areas.
  • Familiarity with the Greek context and practical experience working with the Greek administration are considered valuable assets. This will facilitate effective collaboration and understanding of the local context and challenges.
