Mission description

The Project Manager (PM), is responsible and accountable for the coordination of the programme as a whole and for the strategic, operational and financial management of the programme as a whole. The PM works under the supervision of the Head of Unit in Paris and in close coordination with EF regional coordinator based in Beirut. The PM plays a key role in ensuring the project’s coherence, alignment with EF’s global mandate and objectives, and quality delivery. He/she manages the project team and experts, grant beneficiaries and subcontractors and ensures the overall quality control, coordination and completion of all activities, achievements and objectives, as well as overall reporting to the donnor.

The PM’s main responsibilities are the following (but not limited to):

Programme management, monitoring/evaluation and learning:

·         Provide overall leadership over the project planning, budget, implementation and monitoring;

·         Hold overall responsibility for the timely and quality project delivery;

·         Plan, implement and monitor the project’s activities in Jordan in close cooperation with implementing partners;

·         Oversee the implementation of EF’ implementing partners activities in accordance with grant agreements;

·         In coordination with the implementing partners and the relevant team members in Paris, implement planning, operational and budgetary monitoring to assess (1) the real-time progress of activities, including cross-sectoral activities such as recruitment, reporting, management, etc.; (2) achievement of indicators under the project logical framework; and (3) budget expenditure and running balance;

·         Organize and facilitate quarterly and annual project reviews that include the preparation of progress reports and project team meetings to assess the intervention strategy and contextual changes;

·         Facilitate and participate to different meetings from the governance mechanism of the project (including quarterly Steering Committees)

·         With the technical support of the communication short term expertise, ensure the visibility of the project in line with EU requirements;

·         Ensures overall coordination of the project’s activities by following closely the work of internal (WFD, NIMD and CFI) and external (UN Women) partners.

·         Identify synergies and operate synergy activities across the project’s components and activities

·         Facilitate and animate coordination meetings with internal partners (NIMD, WFD and CFI) and external partners (UN Women)

       With the support of the Finance team, monitor the efficient budget use and suggest reallocation of funds if needed;

·         Organize capitalization exercises to take stock of project achievements and lessons learnt and to highlight good practices;

·         With the support of the MEAL officer, ensure the implementation of the M&E system.

Team Management and supervision of short-term experts:    

·         Management of EF project team based in Amman;

·         Supervise and mentor project team members in Amman, including by communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and providing documented semi-annual performance reviews;

·         Manage the recruitment of project team members and short term experts;

·         Set objectives of project team in Amman, and follow-up on progress made towards their assigned objectives and workplan;

·         Yearly evaluation of the project team based on their assigned objectives and workplan

Project representation and partnership:

·         Participate in coordination and technical meetings representing EF and the project (including partners) in relevant meetings/working groups on relevant topics in Jordan.

·         In close coordination with implementing partners, liaise with institutional stakeholder’s (MoPIC, MoPPA, IEC and HoR) and represent EF and the project.

·         Liaise and build good working relations with the European Union Delegation technical team.

·         Liaise with the French Embassy and the AFD Group to coordinate actions and share information.

Reporting:

·         Ensure proper and timely narrative donor reporting in compliance with internal and external reporting requirements.

·         Ensures a frequent and systemic reporting to project donors, EF HQ, and ensuring smooth information channels and frequent updates to institutional stakeholders (MoPIC, MoPPA, IEC and HoR) on the progress made by the project

·         Regular reporting to EF Regional Coordinator and headquarters on project progress as required (monthly reports).

Project or context description

Expertise France recently submitted a proposal of action to the European Union Delegation to Jordan to support democratic reforms and processes in Jordan. This action seeks to consolidate the progress achieved by the EU Support to Jordan Democratic Institutions and Development (EU-JDID) programme and builds on opportunities arising from the reforms proposed by the Jordanian “Royal Committee to Modernise the Political System” regarding constitutional reform and changes in political parties’ law and electoral law.

The overall objective of this programme is to promote a more participatory, inclusive and accountable democratic process.

The specific objective(s) of this programme are:

     1.        To ensure young men and women meaningful participation in democratic life

     2.        To support political parties in creating an enabling environment for increased participation of and responsiveness to diverse groups

     3.        To support the House of Representatives in exercising its core parliamentary functions with greater professionalism, effectiveness, inclusivity and accountability

The expected results of this project are:

Under SO1:

·         Young community leaders (men and women) are supported to drive change that is relevant to their communities

·         Politically active youth within parties are empowered to become influential decision-makers within their political parties

·         Women and youth MPs are supported to exercise their mandates fully

·         Cross-cutting media outputs: Civic and political participation is promoted through media outlets

Under SO2:

·         Enhanced capacity and know-How of political parties to develop professional and programme-based institutions

·         Enhanced capacity of institutions (MoPPA and IEC) to effectively oversee political parties' registration and finance

·         Political parties engage in pre and post-election dialogue with other political actors

Under SO3:

·         The HoR Secretariat is assisted to meet the needs of MPs and parliamentary blocs

·         The HoR is supported to carry out more robust and inclusive financial and budget oversight

·         The HoR is supported to carry out more robust and inclusive policy and legislative oversight

·         The HoR is assisted to strengthen its outreach particularly towards women and youth

·         Cross-cutting output: Media outlets participate to the democratic process

The project will be managed by Expertise France who will sign a delegation agreement with the EUD. For the implementation of its action, EF will rely on the support of the following implementing partners through grant contracts:

ü  The Netherlands Institute for Multiparty democracy (NIMD): implementation of actions to contribute to achieving SO1 and SO2

ü  Westminster Foundation for Democracy (WFD): implementation of actions to contribute to achieving SO3

ü  Canal France International (CFI): implementation of actions to achieve cross cutting outputs with media.

Required profile

Education / qualification :

·         Master degree in International Relations, International cooperation, Political/Social sciences, or any relevant topic.

·         Excellent command of English and Arabic (written and spoken). Knowledge of French would be an asset.

Professional experience

·         At least 15 years of general experience in the sector of development cooperation.

·      Minimum 10 years proven experience in management position of international donor’s programs/projects fostering democratic participation, democratic reforms or any relevant topic for this project.

·         Excellent understanding (proven by experience) of the Jordan political context 

·         Excellent command of programme and project management life cycle including strategic planning, development, management, monitoring and evaluation.

·         Good working knowledge of European Commission procedures required.

Additional skills required:

·         Excellent expression and diplomatic skills, capacity to represent the project at high level meetings with senior officials from the government.

·         Excellent leadership skills, capacity to promote team work and coordinate/communicate with project’s partners and external stakeholders

·         Capacity to handle pressure and adapt to changing situations and contexts.

Additional information

The signature of the work contract is pending on the signature of the main contract between Expertise France and the donor.

Location: The position is based in Amman, Jordan (EF local office). Field missions in regions are foreseen.
