Mission description

Within the "Human Capital and Social Development" department and the "Social Protection and Decent Work" unit, the project manager will be responsible for the technical leadership of the project. S/he will also be responsible for the supervision of a team formed by a Project Coordinator and a Project Assistant.

 

Duties and Responsibilities (not exhaustive)

Under the supervision and in close collaboration with the headquarters of Expertise France, the Project Manager will be responsible for the following tasks (non-exhaustive list):

 

Technical leadership

·         Liaison with the national authorities for identification of needs.

·         Lead the definition of project activities: in coordination with Project Coordinator and team of short-term experts.

·         Elaboration of several Technical documents for several activities of the project

·         Lead drafting of 6-months work plans.

·         Produce intermediate/progress and final reports.

·         Quality control and validation of deliverables.

·         Quality control of the technical rationale of the project.

·         Supervision /elaboration of various strategic documents.

·         Participation to coordination meetings with experts.

·         Definition of study visits planning.

 

Project Management and Co-ordination

·         Overall supervision of the local team (project coordinator and project assistant) and team of short-term experts.

·         Supervise the effective implementation of activities.

·         Support the recruitment of the team of experts: supervision of the drafting of terms of reference for short, medium and long-term expert missions; participate in interviews, etc.

·         Overall supervision of the administrative and financial issues linked to the project.

·         Overall supervision of logistics and event planning.

 

Project monitoring and reporting

·         Ensure overall monitoring of the project by maintaining a continuous dialogue with the donor and partner implementing agency

·         Drafting of half-year progress reports and its presentation to steering committees;

·         Monitor, anticipate and report potential risks to the project (political, diplomatic, technical, legal, financial, security, etc.) and develop contingency plans

 

Supervision of the technical expertise

·         Review and validation of the technical content drafted by the short-term experts;

·         Review and validation of the technical approach of the short-term experts in hands-on assistance to the beneficiary institutions;

·         Transmission of her/his technical knowledge beneficiary institutions;

·         Supervise drafting of Terms of References of short-term expertise and organisation of their work

 

Representation

·         Representation of the project in the meetings of the Steering Committees with the EU: preparation of meetings, Steering Committees presentations;

·         Coordination with development partners working in the sector;

·         Ensure good relations and collaboration with the national stakeholders

·         Preparation and animation of workshops;

 

Communication

·         Supervision of planning of high-level events

·         Definition and implementation of the project’s communication plan; in cooperation with the EF communication officer;

 

Monitoring and evaluation

·         Definition and overall supervision of the project’s monitoring and evaluation plan; in cooperation with the EF monitoring and evaluation officer;

·         Overall supervision of final evaluation of the project

·         Contribution to the project’s capitalisation documents.

 

Inception phase

·         Develop a specific action plan for the kick-off and implementation of the inception phase

·         Refinement of the project overall strategy of intervention and of the precise set of activities to be conducted

·         Identification of the expertise needs, profile and workload for each activity; with the support of the Project Coordinator

·         Definition of a framework to mobilise and consult the partners and beneficiaries in the project; proposition of project coordination group and ways of working, with the support of the Project Coordinator

 

Project or context description

Mexico is the second-largest economy and the second-largest country in terms of population in Latin America. It has been a member of the G20 and the Organisation for Economic Cooperation and Development (OECD) since 2011 and is currently considered to be one of the major emerging countries. In addition, it has a strategic and unique position at a geographical level, as a bridge between North America and Latin America and the Caribbean (LAC) and it is considered a key actor in multilateral, political, cooperation and investment spaces.

Mexico is characterised by high inequality levels, with almost half of its population living below the poverty line, and one fourth in extreme poverty. According to the Economic Commission for Latin America and the Caribbean (ECLAC), poverty and extreme poverty in Mexico are far above the Latin American average: 43.9% of the population is living in poverty and 8.5% in extreme poverty in 2022. Inequality has increased in multiple dimensions since 2018, including a decline in access to healthcare and food and an increase in informality and under-employment along with a decrease in women's participation in the labour market.  From 2005 onwards, Mexico has had a Gini coefficient of 0.5, while economic growth has been positive but not inclusive.

Furthermore, the crisis caused by COVID-19 has revealed the fragility and deficiency, not only of public services such as the health system, but in general of social protection institutions and programmes, especially among the most vulnerable population.

The proposed project responds to social cohesion challenges by supporting Mexico in designing efficient, fair and sustainable social and labour policies to reduce inequalities, promote sustainable and inclusive growth and leave no-one behind (SDG 8 and 10). Tackling informality also helps increase public revenue by supporting jobs formalisation. Priority is given to the most vulnerable groups acting in the informal economy such as women, youth and people on the move whose final destination is Mexico.

The project will support key public and private stakeholders in charge of employment, migration and social protection with a view of promoting the social agenda by increasing substantially the number of targeted people formalised and having access to social protection and public services. The project is part of the EU response, as elaborated under the Mexico chapter under the Pan-American window of the Regional Multiannual Indicative Programme 2021-2027 for Americas and the Caribbean and in the 2022 AAP fiche adopted in SSC, and is built around 3 priority areas:

-              Supporting to the modernisation and implementation of the EU-Mexico new Global Agreement

-              Addressing green global challenges

-              Promoting social cohesion and reducing inequalities

Required profile

Required profile

 

Professional experience

·         At least 13 years’ experience in the field of social protection and decent work;

·         Successful experience of at least 7 years in project management and/or international cooperation in the field of social protection and decent work;

·         Experience of participation in international projects dealing with social reform;

·          Experience coordinating with colleagues and partners across multiple time zones;

·         Experience working with states at the decentralized level would be an asset;

·         Knowledge of the political system in Mexico will be an asset.

 

Required Skills:

·          University Degree in Economics, Social Sciences, Health, International cooperation or other relevant diplomas;

·         Proven ability to coordinate a project with ambitious indicators and effectively lead a team of consultants / experts;

·         Good knowledge of social protection and decent work topics in Mexico;

·         Ability to adapt and work in a demanding context;

·         Ability to work in a team and bring out ideas and operational solutions;

·         Autonomy and impartiality;

·         Rigor and organization;

·         Good interpersonal skills;

·         Passionate and engaged;

·         Capacity to work independently;

·         Team spirit;

·         Perfect command of office tools;

·         Excellent command of Spanish and English, both oral and written, essential - French is a plus;

 

Additional information

·         The position is available from November 1, 2023.

·         The project manager will be based in Ciudad de Mexico with missions to be expected in other states, and under the hierarchical responsibility of the unit manager of the headquarters of Expertise France in Paris.
