Mission description

Expertise France seeks four Project Officers (PO) for the EU-funded Project “Support to Justice Sector Reforms in Ukraine” (Pravo-Justice III). The Project Officer provides administrative, financial, logistical, and events management support to component team members with regard to the Project activities, manages financial and contractual relations with short-term and long-term national and international experts, and on a need basis, support the technical implementation of activities.

The PO will perform the following key duties, in close co-operation with the component team and administrative unit of the Project, in accordance with Expertise France procedures, guidelines and rules, with a concern for quality, efficiency, accuracy and confidentiality:

  •          Support the day-to-day planning, organisation, co-ordination, and implementation and monitoring of component activities, ensure that all necessary financial and administrative procedures are conducted and completed in a timely manner and in accordance with donor regulations and internal rules and procedures.
  •          Proactively plan and support component events, ensuring all contractual, logistical and financial arrangements are in place.
  •          Oversee engagement of service provider companies for the organisation of Project events, conduct initial verification of financial documentation.
  •          Oversee the budget and track spending of the component, report to component team and to the Project leadership.
  •          Ensure the administrative, financial and contractual management and oversight of short-term expert missions.
  •          Support data collection with regard to component activities.
  •          Liaise between EF, the Project team, short-term and mid-term experts on financial, administrative and logistical matters.
  •          Proofread, correct and translate, as necessary, documents and texts related to Project activities; coordinate with the Project translation/interpretation unit as necessary.
  •          Support the production, distribution and publication of documents in print version or online, in coordination with the Communications Officer.
  •          Streamline all data and documents management and storage via Project management software (Wrike).
  •          Perform other tasks at the request of the component or Project leadership.

Project or context description

The Support to Justice Sector Reforms in Ukraine (Pravo-Justice III) Project, implemented by Expertise France (EF) with funding from the European Union, accompanies Ukrainian authorities in the process of comprehensive justice sector reform. Pravo-Justice III is envisaged to build on the results achieved by the predecessor projects (Pravo - Justice I&II) who, since 2017, have supported an ambitious sectoral reform agenda. Pravo-Justice III is organized alongside four results: Accountability for international crimes and fight against impunity (Component 1), Judiciary reform (Component 2), Enforcement of court judgement and reform of penitentiary and probation systems (Component 3), and EU integration (Component 4).

Required profile

Qualifications and Experience:

The Project Officer will have: 

  •           University degree in the field relevant to the assignment;
  •           At least one year of project management experience, preferably within the context of a technical assistance project;
  •           At least one year of experience supporting logistics and event management in a fast-paced environment;
  •           Strong budget tracking and budget analysis skills (proficiency in Excel required);
  •           Proficiency in Microsoft Office suite (Word, Excel, PowerPoint, etc.)
  •           High degree of organization and ability to multitask;
  •           Fluency in written and spoken English and Ukrainian.
