Mission description
As Senior Expert / Head of Component - Accountability for International crimes, the expert will be required to perform the following tasks under the supervision of the Team Leader and Expertise France Project Manager:
- Plan, steer, and manage implementation of all Component activities in accordance with the Project workplan and logframe, needs of beneficiaries, and Expertise France rules and procedures;
- Proactively identify, prevent and mitigate the risks related to Component implementation, alert Project leadership to significant issues with respect to Project implementation;
- Ensure regular and ad hoc reporting of the Component on the results achieved, as well as collection of data toward the monitoring of impact of the interventions;
- Ensure good liaison and coordination of interventions with other Components of the Project;
- Manage the Component team consisting of three permanent experts (two Key Experts and a Project Officer) by way of delegating responsibilities and tasks, providing advice, capacity building and feedback on performance;
- Coordinate and oversee mid-term and short-term international and national experts, ensure quality control of deliverables produced by the experts;
- Oversee Component expenditure, ensure efficiency of Component resources;
- Establish and maintain regular communication with the Project partners, beneficiaries, other internal and external stakeholders;
- Ensure proper visibility and communication of Component-related results, in coordination and cooperation with the Communications Officer.
Project or context description
The Support to Justice Sector Reforms in Ukraine (Pravo-Justice III) Project, implemented by Expertise France (EF) with funding from the European Union, accompanies Ukrainian authorities in the process of comprehensive justice sector reform. Pravo-Justice III is envisaged to build on the results achieved by the predecessor projects (Pravo - Justice I&II) who, since 2017, have supported an ambitious sectoral reform agenda. Pravo-Justice III is organized alongside four results: Accountability for international crimes and fight against impunity (Component 1), Judiciary reform (Component 2), Enforcement of court judgement and reform of penitentiary and probation systems (Component 3), and EU integration (Component 4).
Required profile
The Head of Accountability Component will have:
- An advanced Law Degree (Masters or PhD) from an accredited law school.
- At least 10 years of professional experience in the justice sector;
- Demonstrated experience in project management, including at the senior level;
- Experience with technical assistance projects funded by the European Union or other international donors.
- Fluency in written and spoken English. Knowledge of Ukrainian would be considered an advantage.

Additional information
The position is based in Kyiv, Ukraine (part-time remote working is allowed). The expected assignment start date is January 2, 2024.
