Mission description

 

The Senior Digitalisation Expert steers and manages digitalisation-focused activities across all four components, through programming interventions (in coordination with Heads of Components), ensuring on-time and quality delivery of outputs/outcomes envisaged in the Project Work Plan and Logical Framework; ensuring result-orientation of Project activities, including events, procurements, grants and other interventions; securing high-level fruitful cooperation with Project stakeholders and beneficiaries; and contributing to the Project’s visibility in their respective thematic area.

Senior Digitalisation Expert will perform the following duties, under the guidance of the Project Team Leader in accordance with the EU and Expertise France procedures, guidelines and rules, with a concern for quality, efficiency, accuracy and confidentiality:

·         Plan, steer, and manage IT-related procurements, in accordance with the Project workplan, beneficiary needs, donor regulations, and internal rules and procedures;

·         Oversee and ensure quality control of performance by sub-contractors in the process of IT systems development;

·         Proactively identify and manage technical and financial sustainability risks related to IT systems development;

·         Ensure activities’ reporting and communication with internal and external stakeholders in part of IT systems development.

Project or context description

The Support to Justice Sector Reforms in Ukraine (Pravo-Justice III) Project, implemented by Expertise France (EF) with funding from the European Union, accompanies Ukrainian authorities in the process of comprehensive justice sector reform. Pravo-Justice III is envisaged to build on the results achieved by the predecessor projects (Pravo - Justice I&II) who, since 2017, have supported an ambitious sectoral reform agenda. Pravo-Justice III is organized alongside four results: Accountability for international crimes and fight against impunity (Component 1), Judiciary reform (Component 2), Enforcement of court judgement and reform of penitentiary and probation systems (Component 3), and EU integration (Component 4).

Required profile

Qualifications and Experience:

·         A university degree in computer science, information sciences, or other field relevant to the assignment;

·         At least 7 years of experience in IT or information systems management, in the private or public sector;

·         Good knowledge of the justice sector and justice-related reforms in Ukraine;

·         Demonstrated experience in project implementation. Experience in and / or knowledge of technical assistance projects funded by the European Union or other international donors is an advantage;

·         A high degree of initiative and diplomacy and the ability to solve complex problems in coordination with a diverse range of stakeholders;

·         Fluency in written and spoken English and Ukrainian;

Additional information

The position is based in Kyiv, Ukraine (part-time remote work is possible). The expected assignment start date is January 2, 2024.
