Mission description

An Energy Sector analyst will be recruited, and will work in close collaboration by assisting the  Tanzania’s Ministry of Energy in drafting four Energy Sector Reviews. These reviews will meet the following requirements:

·         Overview of recent and historical Tanzania’s energy trends including total energy production, consumption, stocks, imports and exports, and energy prices;

·         Overviews of petroleum products, natural gas, coal, electricity, renewable energy, CO2 emissions;

·         Key electricity indicators including the Energy Mix and interruption Indexes (e.g. SAIDI , SAIFI, CAIDI and  CAIFI)

·         ESR reports will also include data on: Access to electricity (on grid and off grid), average Households consumption and expenditure on electricity , evolution of  tariffs for consumers, actual revenues, arrears and technical and commercial losses of the Utility, Financial Status of the Utility (Revenues, debts, losses, net profit etc…), Energy Sector budget execution …

·         Specifically on the off grid sector:  current total capacity , Energy Mix,  tariffs, and Rural Electrification plans (projected time framed grid expansion, exclusively off grid areas , Solar Homes Systems distribution)

·         Transmission and Distribution lines and grid infrastructure status and needs in renovation/maintenance

·         Regional Power Trade

·         The Energy Sector Review will be intended for members of the government, public agencies, energy analysts, Energy Developers and Investors, Development Partners  and the general public

·         Template will be created by and with Ministry of Energy, under the guidance and technical support of the analyst.

The analyst will work with and train MoE staff, together with the Expertise France team, to incorporate into the ESRs:

-          The M&E of the overall EU Energy Sector Reform Programme,

-          The inputs provided by stakeholders of the Tanzania’s energy sector (in particular from the Ministry of Energy).

Two types of energy sector reviews will be drafted:

-In November: a backward  looking. report, which will summarise the achievements of the previous fiscal year.

-In June: a forward  looking report, which will pay specific attention to the upcoming objectives and plans in the energy sector until the end of the fiscal year

More information on the expected structure of these two types of ESR are annexed to these ToRs. The recruited consultant is expected to provide feedback on the proposed structure of the ESRs during the first phase of the mission.

These Energy sector reviews will be presented by the Ministry of Energy during Policy Dialogue meetings.

Project or context description

The European Union Delegation to Tanzania (EUD) has requested Expertise France to implement the "statistics and data" as part of the Tanzania energy Sector Reform Programme funded by the EU with a total of €35 million. The three programme components include (1) TANESCO Modernisation (2) strategic planning and (3) energy statistics. The budget allocated to energy statistics component is 3.2 million EUR   for a 30-month implementation period.

The "Energy Data and Statistics" project aims to contribute to the development of the energy sector in Tanzania through improved energy-related statistical systems. It is a technical project on statistics, the effects of which is on the production of energy statistics contributing to improving the performance of the energy sector, and consequently the socio-economic development the country.

Energy Statistics is a very important in planning and monitoring the energy sector performance in Tanzania, reliability of energy data important for steering public policies related to energy development. It is also an opportunity to focus on specific statistics related to climate and gender issues as an integral part of energy sector development.

To support undertaking of this assignment, The EU on behalf of the Tanzanian Ministry of Energy has contracted Expertise France to implement this component on energy statistics.  Project implementation will involve a number of different energy stakeholders. The coordination of stakeholders and gathering of relevance information based on the Tanzanian’s environment will be done by a local liaison officer who will be reporting to the Expertise France Project manager based in Dar Es Salaam. The implementation of the project is based on the intervention of three technical key experts, as well as short-term non-key experts for specific activities.

As laid out in the EU Description of Action (DoA), the project’s overall objective is to enhance the sustainable development of the Tanzanian energy sector. More specifically, the project is expected to lead to the reinforcement of the energy sector’s knowledge and analysis by stakeholders including private investors, academia, and civil society organisations.

The expected outputs from the Energy Statistics activity are:

-          EO1: Improved capacity of government agencies to use data to formulate policies

-          EO2: Improved data production

-          EO3: Improved data management and dissemination

-          EO4: Improved accountability and policy dialogue on the state of the energy sector and Monitoring and Evaluation of the Energy Budget Support (EU-funded)

The project officially started in February 2023, with the launch of the inception phase of the project, during which the Key Expert team of the project refined Expertise France’s first project proposal and established a detailed work plan, enclosed in the inception report, which was validated during the first meeting of the project’s steering committee on July 5th, 2023.

This activity is part of EO4, and aims more specifically at the regular drafting of Energy Sector Reviews throughout the project duration –up until July 2025.

Required profile

Applicants must fill the following requirements:

Education and experience:

-          Master's degree or advanced degree in energy-related studies

-          At least 5 years of professional experience in the energy sector

-          Experience in undertaking similar assignments

-          Professional experience as an analyst in the energy sector

-          Proven ability in data analysis and visualization

-          Good writing skills

-          Specific expertise on Tanzania’s energy sector would be a strong advantage

-          Ideally, experience in working with Energy sector’s policymakers and exposure to Tanzanian Government budgeting and planning system and Tanzania’s national energy policies/strategies.

 

Key competencies:

-          Excellent analytical, reporting and writing skills

-          Proficiency in the use of Word, Excel and Power Point

-          Good interpersonal skills and ability to collect information from various stakeholders

  •          Fluency in spoken and written English a must, fluency in spoken and written Swahili would be a strong asset

Additional information

           Responsibility of the MoE for the assignment

The MoE counterpart staff for the entire duration of the project. MoE staff will benefit from capacity building as part of this activity  a nd in particular the staff  the Monitoring and Evaluation Unit currently under creation.

The counterpart staff will also act as a focal contact person within the organisation and other stakeholders throughout the implementation of the assignment.

The MoE will introduce the Consultant to key national stakeholders, including but not limited to, the National Bureau of Statistics (NBS), TANESCO, REA, EWURA, TPDC, PURA, NEMC and PBPA. The involvement of national stakeholders will be key in ensuring ownership of the ESR.

The MoE and Expertise France will ensure linkage with the Energy Development Partners’ Group (EDPG), in order to ensure ownership of the ESR among international partners.

The mission will entail consultations with the project team, the main beneficiaries (Ministry of Energy in particular) and the European Union. Applications from Tanzania-based candidates are strongly encouraged in order to facilitate these consultations. The total amount of working days (spread out from September 2023 until June 2025) is of 75 working days.

 

Annexure 1 – Proposed Structure of Forward Looking ESR

1.       Background and Rationale

The Energy Sector Review (ESR) forum brings together all Sector stakeholders to engage in policy dialogue and to ensure ownership, accountability and transparency of national medium term development strategies’ implementation and monitoring process.

The forward - looking review has the following main objectives:

  • To assess progress in achieving sector objectives with focus on targets of the ending fiscal year and selected sector performance indicators and their corresponding policy actions.
  • To highlight priority areas for the upcoming fiscal year that will inform the planning and budgeting process for institutions in the sector.

·         To present and discuss draft budget allocated to energy sector including external funding (Annex.….) for the upcoming fiscal year.

  • To review progress against implementation of recommendations from the last joint ESR meetings as well as summary of discussion on implementation of 2021/22 Controller Auditor General (CAG) recommendations for TANESCO and MoE
  • To present an updated overview of the external support to the Energy Sector from Development  Partners 
  • To provide the latest status on SDGs and SE4All  indicators
  • To provide the updated version of the M&E matrix for the EU Budget Support Operation

2.       Detailed requirements of forward-looking ESR

a)       To assess progress in achieving sector objectives with focus on the ending fiscal year targets and their corresponding policy actions.

·         A brief  assessment and analysis of progress in achieving policy actions should be undertaken

  • Catch up plans should be identified and deliberately discussed for improvements on areas lagging behind
  • This section should also include progress on how relevant cross cutting areas such as gender& family promotion, environment & climate change, capacity development regional integration and international positioning, disability & social inclusion, HIV/AIDS and Non-Communicable Diseases and disaster management have been mainstreamed.

b)      To present and discuss Budget Allocated for the upcoming fiscal year

·         The analysis on budget allocation should be linked as much as possible to results and outputs achieved within the sector.

·       The section should also highlight any challenges encountered (if any) during previous budget execution as well as provide a clear set of policy recommendations or strategies already put in place to improve the budget output performance in the sector.

  • Analysis tables of budget allocation per different categorisations; (programme and sub programme, recurrent and development, domestic and external) should be summarised in

·         Annex … is also provided to capture the budget related to off-budget Projects externally financed in the upcoming fiscal year.

c)       To highlight priority areas for the upcoming fiscal year that shall be the reference point for the sector Ministries and Agencies’ planning and budgeting process.

d)      To review progress against implementation of recommendations from the last ESR meetings.

  • To enhance the interconnectedness of both forward looking and backward looking joint sector reviews, it is necessary that implementation status against recommendations from the previous meetings be presented including strategies undertaken to finalize the ongoing tasks.
  • This section should also highlight progress in implementing the 2020/21 sector related recommendations from the report of the CAG as well as a brief on management response.

 

Annexure 2 – Proposed Structure of Backward Looking ESR

1.       Background and Rationale

The Energy Sector Review forum bring together all Sector stakeholders to engage in policy dialogue and to ensure ownership, accountability and transparency of national medium term development strategies’ implementation and monitoring process. 

The backward looking review has the following main objectives:

  • To assess progress in achieving sector objectives with focus on targets for the previous fiscal year and selected sector performance indicators and their corresponding policy actions. This will also include discussion on catch up plans for areas lagging behind.
  • To present and discuss budget execution performance including external funding for the previous fiscal year
  • To highlight priority areas for the upcoming fiscal year that will inform the planning and budgeting process for institutions in the sector.
  • To review progress against implementation of recommendations from the last joint ESR meetings as well as summary of discussion on implementation of 2021/22 CAG recommendations.
  • To provide the latest status on SDGs and SE4All indicators 
  • To provide the updated version of the M&E matrix for the EU Budget Support Operation
