Mission description

Description of the mission

Under the supervision of the Unit Director, the Project Chief  is responsible for the overall management and coordination of Expertise France activities in the project “Data Governance in Africa”.

The Project Chief is responsible for the overall management and coordination of the data Flagship for EF which includes the coordination of the activities of EF and its grantees Digital Africa in the 4 outputs listed above. The coordinator will also ensure communication with other consortium partners of the project and European Commission.

The Project Chief is based in Paris HQ. He/she will work on a daily basis with the support of the Project Manager based in Paris, Datafid Project Manager in Abidjan, Digital Africa Team in Paris and will be in regular contact with DG INTPA and other implementing partners of the project.

He/she will need to be able to travel regularly to meet with stakeholders and contribute to the smooth running of EF activities. The position implies a high degree of autonomy, and interpersonal skills appropriate to working in a European, international and multicultural environment.

 

 

 

Overall project management

  • Supervises French activities: planning, implementation, budget execution, monitoring/evaluation, audit, in coordination with Expertise France teams and Digital Africa
  • Ensures the harmonized execution and reporting procedures for Expertise France activities vis a vis the Project Management Unit
  • Centralise project information and organise its dissemination to the various stakeholders
  • Leads communication with EU and Project Management Unit keep them informed on main developments or issues requiring attention
  • Leads relations with external stakeholders (donors, local partners, service providers, EU implementing agencies)
  • Represent Expertise France at Steering Committees and Project Management Unit meetings
  • Participates in promotional activities with Project Management Unit, donors and beneficiaries

 

EF internal liaison

  • Ensure internal reporting in coordination with Project Manager : planning, implementation, budget execution, monitoring/evaluation
  • Ensures the interface between the project and EF HQ
  • Ensures compliance with the specifications/contract, anticipates and manages risks and developments relating to the project and alerts his or her hierarchy if necessary

Description of the project or context

Expertise France is the French public international cooperation agency. It designs and implements projects which aim to contribute to the balanced development of partner countries, in line with the Sustainable Development Goals (SDGs) of the 2030 Agenda and the priorities of France’s external action.

Data Gov in Africa is an action part of the “Team Europe Initiative” jointly co-financed by the European Union, the Federal Ministry of Economic Cooperation and Development of Germany and the Ministry of Foreign Affairs, Foreign Trade and Development Cooperation of Belgium, Ministry for Foreign Affairs of Finland, Ministry of Europe and Foreign Affairs of France, Estonian Center for International Development.

 

GIZ is leading a consortium alongside the implementing agencies ENABEL and Expertise France together with HAUS, EstDev and Digital Africa as grantees.

 

The project will be implemented for a period of 3,5 years (2023-2027) and will aim to support the implementation of regulations at the continental, regional, and national levels in sub-Saharan Africa, in accordance with the "African Union (AU) Continental Data Policy Framework "; to promote access, use, and cross-border data sharing; to encourage investments in data infrastructure and services in certain regions of Africa, to bring about harmonized data economies at the regional level.

The Overall Objective of the Action is “Development-oriented and human-centric data economy and society in Africa supported, in line with the AU Data Policy Framework”.

Data Gov Action works on 3 key Specific Objectives:

  1. “Comprehensive and harmonised policies and regulations governing personal and non-personal data strengthened”
  2. “Data use and cross-border data flows leveraged on to create value and inform regulations in selected sectors”
  3. “Increased number of bankable proposals for investments in green and secure data infrastructure accepted for consideration by European financiers through the Digital Investment Facility (DIF)”.

 

Expertise France is involved in the Specific Objective 2 composed of 4 Outputs :

 

  1. Cross-border data flows and enhanced use of data enabled

 

  1. Innovative regulatory approaches for the enhanced use and sharing of data are co-developed and tested

 

  1. Enhanced multistakeholder capacity and access to opportunities for scaling up data-driven Digital Social Innovations (DSIs).

 

 

  1. Increased ability of regional and national institutions, CSOs and Private Sector entities to access, analyse, use and share data for value creation .

Required profile

YOUR PROFILE

  • Master’s Degree in economics, finance, project management, political science, international relations/international cooperation or relevant field
  • A minimum of 5 years professional experience, including 3 in international development and cooperation
  • Proficiency in English and French is required

Specific knowledge, experience, skills or competences

  • Experience in the implementation of innovative cooperation with partners in the digital ecosystem and in political advisory services on digital transformation would be an asset

 

  • Good knowledge of cooperation mechanisms and public development assistance, in particular for projects financed by the European Union and/or ;
  • Excellent command of the fundamentals of the project cycle (preferably also in multi-donor, multi-country, and/or multi-operator projects)
  • Knowledge of digital private sector development and entrepreneurship issues is an advantage
  • Proficiency in developing technical, narrative and progress reports;

Additional information

WHAT WE OFFER

  • A salary package that comprises the monthly gross salary, in accordance with our salary scales, expatriation allowance and other benefits. The exact salary will be defined according to relevant recognised experience for the function.
