Mission description

The final goal of this consultancy is to develop a comprehensive and responsive national TVET strategy. To achieve this goal, the mission of the consultant/ consultancy will be to:

o   Assess specific topics should be made through research on gender and social inclusion, green skills, digitization, global business perspectives, governance and funding mechanisms;

o   Review the existing policies and official engagements or orientations related to TVET; and provide stakeholders with suggestions for more engagement needs;

o   Identify best practices with a focus in the region and validate their applicability to Rwanda

o   Run restitution workshops and present an outline of strategy pillars;

o   Develop an adequate theory of change (inputs, activities, outputs, outcome, impact) that will guide the development of the strategy and discuss it with stakeholders for confirmation;

o   Draft the new TVET Strategy through intensive consultations, research and international or regional benchmarking;

o   Develop the implementation plan of this strategy with clear objectives, activities and indicators, funding mechanisms and responsible bodies; This strategy should support the design of required biotech TVET programs (on site and online), the training and recruitment of personnel to deliver biotech TVET programs, as well as the acquisition of equipment to deliver biotech TVET programs 

o   Develop baseline, midline, and end-line evaluation tools and discuss them with stakeholders for approval for strategy monitoring;

o   Run dissemination workshops to present the strategy to all stakeholders and gather feedback;

Finalize and submit the TVET strategy for validation. In order to successfully accomplish his/her mission, the consultant will work under the supervision of the Ministry of Education, the Department of Policy Analysis, and the French Development Agency.

ACTIVITY IMPLEMENTATION

The implementation will be as follows: 

- Strategy V00-01 drafting 

          - Presentation and amendments of the V00-01 through intensive consultation

          -  Develop an implementation plan of the strategy (inputs, activities, outputs, outcome, impact) including the monitoring mechanism (baseline, midline, and end-line evaluation tools)

           -  Presentation of the final version and amendments of the implementation plan

 

Deliverables

The deliverables for this assignment include:

-          Technical assessments of project proposals.

-          Comprehensive project appraisal reports included Rwanda stakeholders and activities already existing

-          Recommendations for activities prioritization and identification of European partnerships

-          A detailed project proposal document that is ready for submission 

Duration of the Assignement

The assignment is expected to start on October 10th and finish on November 30th for a maximum of 14 days in Kigali. The duration may be subject to extension if required.

     Reporting and Coordination

The expert will work directly with the Twinning Project Manager, based in Kigali, and in close collaboration with the identified EF/MEAE resource persons; The expert will be in regular contact with the project team at the headquarters in Paris, and in particular the Project Manager of the health department of Expertise France.

The expert will report directly to the Project Manager of the Health Department of Expertise and will work closely with the relevant Team Europe representatives, GoR representatives and relevant local stakeholders.

Project or context description

BACKGROUND - Overview of MAV+

In response to the call by African leaders under the African Vaccine Manufacturing Partnership (AVMP), in May 2021 the European Union launched a Team Europe Initiative (TEI) on manufacturing and access to vaccines, medicines and health technologies (MAV+) in Africa. The Team Europe MAV+ initiative is regional and has three dimensions: supply (production), demand (ensuring the use of products manufactured in Africa) and enabling environment (improving pharmaceutical and healthcare systems, skilled workforce, regulatory frameworks, etc.). As part of Europe's "Global Gateway" strategy and the EU-AU partnership, this initiative aims to provide comprehensive support to remove barriers to manufacturing and access to healthcare products and technologies on the continent, in support of its pharmaceutical sovereignty.

In line with this commitment, technical assistance is required to support EF in formulating a joint project in Team Europe format aiming at supporting Rwanda in the field of manufacturing and access to health products.

JUSTIFICATION FOR CONSULTANCY

The general mission of the Ministry of Education is to transform the Rwandan citizen into skilled human capital for the socio-economic development of the country by ensuring equitable access to quality education focusing on combating illiteracy, promoting science and technology, critical thinking, and positive values.

To achieve this mission, TVET has emerged as one of the most effective human resource development strategies that Rwanda has embraced to train and modernize the technical workforce for national development. Since its development in 2008, the Government put efforts into expanding the TVET attracting foreign investments and producing a competent labour force. Since then, TVET initiatives and projects have been increasing and key stakeholders have been involved.

Therefore, this consultancy is designed to support the overall sustainability of the TVET system through the development of a TVET strategy focused on the pharmaceutical value chains. To have an inclusive approach that incorporates the lessons learned, it is paramount that the existing TVET sub-sector working groups should be involved in the elaboration of this strategy. The critical aspects of this assignment will include desk review and engagement with education stakeholders, the private sector, and the TVET sub-sector working group to identify gaps, needs, and opportunities, and develop a TVET strategy that aligns with technical improvements needed for sustainable pharmaceutical value chains, and modernized training competences.

The Government of Rwanda identified funding priorities to develop the pharma manufacturing and biotechnology hub in Rwanda. These include the establishment of the biotechnology technical education system and development of technical talent to operate pharma manufacturing facilities and equipment and the launch of vocational education programs in pharma manufacturing and biotechnology at local education institutions. An assessment of gaps in the TVET education landscape for pharma manufacturing has already being conducted and results should guide the recommendations for action to be taken

Required profile

The expert should possess the following qualifications and experience:

o   Master’s Degree in Education, Social Sciences, Business Administration, or another relevant field;

o   Very good knowledge of the educational context of Rwanda, its difficulties and opportunities, and of the role played by the Rwandan public and private sector institutions, especially in relation to TVET;

o   Excellent knowledge and understanding of the regional and international education context, challenges, opportunities, and best practices that can be replicated nationally;

o   A solid professional background of at least 7 years in the domain of strategy making and/or strategy development, education quality assurance, and education management, policy research preferably in education;

o   Working experience with Donor funded Projects

o   Very good analytical skills (conducting surveys and data analysis), synthesis, and report writing skills; × Capable of developing and delivering interactive presentations for high ranking audience

o   Full proficiency in MS Office suite including MS Visio

o   Strong communication skills;

o   Experience in collaborative processes and working tools, as such Knowledge and practice of METAPLAN method would be an asset;

o   English proficiency (spoken and written);

o   French and Kinyarwanda will be an added asset.
